CORE JOB FUNCTIONS

The following duties are normal for this position. The omission of specific duties does not exclude them from the position if the work is similar, related, or a logical assignment of this classification.

• Commands the assigned divisions and/or units as directed by the Chief of Police.
• Performs administrative functions as assigned to include but not limited to assisting with the preparations and monitoring of the department's budget, purchasing, payroll, policy implementation/review, operational planning for special events, training, fleet management, facilities management, quartermaster, personnel, training, and weapons management.
• Conducts research, prepares staff studies, and makes recommendations for the improvement of operations.
• Develop goals and objectives to align with the mission of the Department and University.
• Provides status reports for senior staff on a regular basis.
• Attend and participate in meetings and events with our campus key partners and other external stakeholder groups.
• Supervises the work of sworn and non-sworn direct reports.
• Reviews reports from police sergeants, civilian supervisors, and other subordinates.
• Prepares work schedules. Identifies available personnel and resources required to carry out the operations of the Department.
• Conduct performance evaluations and manage personnel matters.
• Manage and investigate employee complaints and make recommendations for discipline.
• Communicate the directives from senior staff to Department personnel.
• Ensures clear and open communication among all levels of the Police Department.
• Motivate subordinates to accomplish the goals and objectives of the department.
• The position is a Tier 1 emergency employee and is essential in the event of any University emergency.

Department Specific Divisions/Unit Responsibilities

Lieutenants can be assigned to Operations or Administrative/Support Services;

Operations:

The Lieutenant assigned to the Operations Division is responsible for the overall management, supervision, and coordination of the Department's uniform patrol and K-9 operations. The Lieutenant provides leadership and oversight to ensure the efficient and effective delivery of patrol services, compliance with departmental policies and procedures, and the achievement of organizational goals and public safety objectives.

The assigned Lieutenant(s) will ensure the smooth and efficient functioning of all patrol activities, including personnel deployment, shift operations, field supervision, response to calls for service, proactive enforcement efforts, K-9 program oversight, and special operational initiatives. The Lieutenant is responsible for monitoring operational performance, addressing emerging public safety concerns, coordinating resources, and fostering a culture of professionalism, accountability, and community-oriented policing.

Additionally, the Lieutenant oversees the Department's Field Training Officer (FTO) Program and the onboarding of newly hired officers to ensure successful integration, training, and development of personnel. The Lieutenant is responsible for operational planning, policy implementation, and collaboration with campus partners and external law enforcement agencies in support of the Department's mission and campus safety objectives. The Lieutenant also ensures the K-9 program maintains compliance with applicable training, certification, deployment, and operational standards, while promoting readiness and operational effectiveness.

Administrative/Support Services:

The Lieutenant assigned to the Administrative/Support Services Division is responsible for the overall management and oversight of the Department's Criminal Investigations, Threat Assessment, Special Events, and Off-Duty Employment programs. This position provides leadership and strategic direction to ensure these functions are carried out efficiently, effectively, and in accordance with departmental policies and best practices.

In addition, the Lieutenant oversees the Department's crime prevention and community affairs initiatives, fostering positive relationships with the campus community and external partners. The Lieutenant is responsible for coordinating community engagement efforts, implementing proactive crime prevention strategies, and ensuring the Department maintains a strong presence in support of public safety, outreach, and stakeholder collaboration. The position also assists with planning, resource allocation, policy development, and the evaluation of programs and services within the division.

CORE QUALIFICATIONS

Education:

Bachelor's degree in relevant field

Certification and Licensing:

Law Enforcement Certification

Experience:

Minimum of five years of years law enforcement experience with at least three years of supervisory experience at the rank of sergeant or above.

Knowledge, Skills and Attitudes:

• Knowledge of business and management principles.
• Ability to direct, manage, implement, and evaluate department operations.
• Ability to establish department goals and objectives that support the strategic plan.
• Ability to effectively plan, delegate and/or supervise the work of others.
• Ability to lead, motivate, develop, and train others.
