Position Description

Position Overview:

The Development Services & Permits Division facilitates safe, responsible development, construction, and occupancy of buildings and properties in our community. In 2023, the division issued more than 57,000 permits with a construction value of $11.15B. In addition, the division conducted more than 41,000 inspections and nearly 85,000 plan reviews. We strive to provide prompt, courteous service to our customers while ensuring compliance with all applicable laws and regulations. Our goal is to promote public safety, protect the environment, and support economic growth through the issuance of permits and inspections. We are committed to transparency, accountability, and continuous improvement across all aspects of our operations.

The platting planner will be responsible for reviewing preliminary and final subdivision plats to ensure conformance with all Harris County regulations and coordinating the plat process with other City, County, and State agencies. This person must have excellent written and oral communication skills. Must be attentive to detail and able to perform work with minimal supervision. Must be able to multitask and meet deadlines in a fast-paced environment.

Job Duties:

  • Review preliminary and final subdivision plats for compliance with Harris County Regulations and coordinate the plat recordation process.
  • Compile and review the plat agenda items for approval by the Commissioners Court.
  • Consult with developers, engineers, and other individuals regarding platting matters and Right of Ways.
  • Provide research and assistance to other Department personnel concerning plats and future developments.
  • Reviewing GIS maps, aerial photos, and comparing them to proposed development plans.
  • Read and interpret data on deeds, surveys, and title reports.
  • Review site plans, construction plans, and engineering reports.
  • Maintain an appointment schedule with developers/ consultants during the review process.
  • Assist the public in answering questions and resolving conflicts related to land subdivision.
  • Monitor and apply any changes to State/Local rules and regulations related to platting.
  • Attend training classes related to the performance of duties
  • Assist the Manager in other duties as assigned.

Requirements

Education:

  • Bachelors degree in Urban, Regional, or Land Use Planning, Land Development, or Architecture / Engineering-related field.

Knowledge, Skill & Abilities (KSAs):

  • Must possess excellent customer service, strong oral and written communication, and organizational skills.
  • Basic computer skills and proficiency with Microsoft Office programs are required.
  • Ability to learn department-supported application programs shortly after hire is strongly desired.
  • Ability to read and comprehend construction plans and surveys.
  • Ability to read and interpret legal descriptions.
  • Ability to review plans and specifications and apply rules and regulations to determine compliance with platting requirements.

Emergency Deployment & Continuity of Operations Requirement:

In accordance with Harris County's Continuity of Operations Plan (COOP) Policy, this position is subject to emergency response and deployment protocols. The employee may be designated as supporting a Mission Essential Function (MEF) and must:

  • Participate in the classification process of departmental staff based on MEF responsibilities.
  • Be available for temporary deployment to an alternative work location, role, or telework assignment during emergency events.
  • Confirm work assignments with their supervisor prior to reporting to any worksite during such events.
  • Remain flexible in assuming alternative duties as directed to support the continuity of County operations.

  • Two 2 years of experience in architecture, engineering, land use planning, or permitting.

General Information

Position Type, and Typical Hours of Work:

Full-Time | Regular | 40 hours per week.

Subject to early mornings, late evenings, weekends, and holidays at times, depending upon the project or workload.

Salary: Commensurate with experience, based on 26 pay periods.

Physical Demands and Environmental Exposure:

Most assignments will be performed in an office, meeting room, or operations command center environment, but some fieldwork may be required. May be required to work extended work hours during activation of disaster recovery operations for an unspecified length of time (varies based on the extent of the event). This position requires bending, stooping, and lifting up to 25 lbs., as well as frequent walking, standing, sitting, reaching, and ascending/descending stairs. The physical demands described here are representative of those required of an employee to perform the essential functions of this job successfully.
