SummaryUnder the limited supervision of the Director of Planning and Development, the Plans Examination Manager performs professional residential and commercial building plan review for compliance with International Code Council (ICC) codes, Town amendments, ordinances, and other applicable requirements. Supervises permitting staff and is responsible for workload coordination, quality assurance, employee development, customer service, and consistent permit-processing practices. Serves as a technical resource to applicants, builders, contractors, staff, and the public.

Essential Duties and Responsibilities:The list below is intended to illustrate the responsibilities of the position and is not all-encompassing. The Town may change these duties at any time.
Reviews residential and commercial construction plans, specifications, calculations, and supporting documents for compliance with adopted building codes, Town amendments, ordinances, and applicable standards.
Identifies code deficiencies and prepares clear, accurate, and consistent written plan-review comments; communicates required corrections to applicants and design professionals.
Conducts follow-up reviews of resubmitted plans and coordinates the resolution of complex or disputed code issues with the Chief Building Official.
Provides technical assistance regarding code requirements, permit procedures, submittal requirements, and plan-review processes to contractors, architects, engineers, property owners, staff, and the public.
Performs or supports over the counter and expedited plan review for qualifying projects within established authority.
Coordinates with Planning and other reviewing agencies or departments to support an integrated development review process.
Supervises permitting staff, including assigning and reviewing work, establishing priorities, monitoring workload distribution, conducting performance evaluations, coaching employees, supporting corrective action when appropriate, and participating in hiring and onboarding processes.
Establishes and maintains consistent workflows, procedures, quality-control practices, customer service expectations, and documentation standards.
Monitors permit processing and plan review workload, turnaround times, service levels, and other performance measures; identifies process improvements and provides routine reports to the Director of Planning and Development.
Trains and mentors permitting staff in permit intake, code-related research, over-the-counter review within delegated authority, customer service, records, software, and related procedures.
Resolves complex customer service matters professionally and consistently and escalates significant technical or policy issues when appropriate.
Coordinates supplemental consultant plan review when authorized for workload peaks, specialized disciplines, or unusually complex projects, and monitors consultant deliverables and turnaround times.
Maintains complete and accurate plan review records, correspondence, approvals, reports, and related documentation in the Town's permitting system.
Maintains current knowledge of adopted codes, amendments, code interpretations, emerging construction practices, and relevant regulatory changes.
Performs other related duties and responsibilities as required or assigned.

Comprehensive knowledge of commercial and residential building, mechanical, electrical, plumbing, energy, and fire codes as published by the International Code Council and National Fire Protection Association and amended and adopted by the Town of Firestone
Ability to read, interpret, and evaluate architectural and engineering plans and documents for compliance via various media forms, including electronic applications such as Bluebeam and Adobe
Ability to collaborate with other enforcement authorities, such as code enforcement, Fire District, and Health Department, in the interpretation and application of codes.
Extensive knowledge of the principles, practices, and objectives related to electrical, mechanical, and structural engineering
Ability to communicate effectively orally and in writing with architects, contractors, developers, property owners, supervisors, employees, and the general public
Skill in providing professional customer service to internal and external customers
Familiarity with the methods, tools, and materials used in building construction
Understanding and ability to apply scope and application of codes and regulations pertaining to building, plumbing, mechanical, electrical, and related codes in a manner generally consistent with industry and International Code Council interpretation and intent
Ability to apply scope and application of fundamental legal requirements governing engineering and architecture
Ability to perform mathematics, including geometry and trigonometry, as they relate to making engineering calculations; ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations
Ability to research, prepare, and analyze technical reports, including the ability to collect data, establish facts, and draw valid conclusions
Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public
Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, policies, and governmental regulations
Ability to establish and maintain effective working relationships with other Town employees, representatives of other agencies and organizations, and community members
Skill in reading and comprehending department and Town rules, regulations, policies, and standard operating procedures
Ability to apply de-escalation techniques in matters of conflict
Proficient in the use of Microsoft Office Suite
Required Education and Experience:
High School diploma or GED required
Four (4) years of progressively responsible experience in plans examination, building construction, building inspection, architecture, or engineering, including at least two (2) years of experience reviewing building plans for compliance with adopted building codes and at least two (2) years in a lead or supervisory role
An equivalent combination of education and experience may be considered
Required Licenses/Certifications:
Valid driver's license and satisfactory driving record
ICC Building Plans Examiner (B3) certification at time of hire
ICC Permit Technician certification within six (6) months of hire
Preferred Qualifications:
Additional ICC certifications in accessibility, energy, mechanical, plumbing, electrical, building inspection, or other disciplines applicable to the Town's adopted codes are preferred.

Work is regularly performed outdoors and indoors, with frequent exposure to extreme temperatures and all weather conditions. Work is performed year-round with regular exposure to any of the following: loud noise, heavy traffic, and some hazardous situations. The noise level in the work environment is usually moderate, with times of increased noise.
Body Movement:While performing the duties of this job, the employee is consistently required to sit, frequently stand and walk, use hands and fingers to handle, feel or operate objects, and occasionally stoop, kneel, crouch, or crawl. The employee is occasionally required to reach with hands and arms.On rare occasions, the employee may be required to climb and balance.
