Performs advanced planning and permitting duties, including managing review cycles for development applications, conducting complex zoning and regulatory analysis, approving various zoning permits, preparing public hearing documentation, and providing specialized support to staff and the general public.

Essential Functions

  • Independently coordinates full review cycles for plans, plats, documents, and petitions, ensuring timely routing and quality completion.
  • Assists with assigning team workload and facilitating training as team lead.
  • Evaluates submittals for completeness, calculates fees, and prepares detailed files.
  • Researches and interprets technical staff comments; assists engineers, planners, and applicants with complex review issues.
  • Reviews administrative variances for Land Development (LDC)/ Planned Unit Development (PUD) compliance and prepares staff reports and approval letters.
  • Monitors and distributes PUD compliance reports.
  • Tracks temporary use permits, pre application requests, and zoning verification activities.
  • Provides detailed zoning guidance to both staff and the public, including interpretation of PUD language, setbacks, and development standards.
  • Reviews and approves zoning certificates for occupational licenses and various temporary use permits.
  • Assists Building Division staff with complex zoning and PUD interpretation questions.
  • Conducts advanced permit reviews, determining zoning, floodplain status, setbacks, ownership, and district boundaries.
  • Applies LDC, PUD regulations, ordinances, and related standards to complex permitting scenarios.
  • Determines the need for spot surveys and reviews/approves spot surveys for residential and commercial permitting.
  • Routes permit materials to external agencies (FEMA, EPA) to ensure full compliance review.
  • Monitors permit progress, identifying and resolving conflicts or delays, and escalates issues as needed.
  • Prepares calendars, legal ads, notifications, signage, and resolution/ordinance drafts for CCPC/BCC hearings.
  • Coordinates specialized hearing-related documentation to ensure accuracy and legal compliance.
  • Prepares materials for Board of Adjustment & Appeals (BAA) meetings and may assist with scheduling and minutes.
  • Provides advanced permit, zoning, and planning guidance to applicants and staff.
  • Supports Code Enforcement with technical analysis of violations related to building or development.
  • Reviews complex reports for accuracy and completeness, resolves discrepancies, and coordinates follow-up actions.
  • Performs general clerical tasks as needed

If assigned to Business Center (GMCD):

  • Determines easement encroachments and the need for Easement Use Agreements.
  • Researches plats, deeds, legal descriptions, surveys, and easement dedications.
  • Verifies ownership and authority using public records and databases.
  • Ensures easement documentation and supporting materials are complete and accurate.
  • Reviews Letters of No Objection to confirm proper easement holder approval.
  • Coordinates reviews with Road & Bridge, Public Utilities, Stormwater, Transportation Engineering, and other divisions.
  • Addresses review comments, communicates required corrections, and confirms completion before legal review.
  • Determines when applications are complete, compliant, and ready to advance.
  • Audits permit records for workflow errors, missing reviews, or inspection issues.
  • Monitors Easement Use Agreement applications for required documentation and reviews.
  • Resolves fee verification issues to maintain workflow progression.
  • Reviews self-issued permits to ensure procedural compliance.
  • Identifies inactive permits, addresses delays, coordinates with reviewers, and ensures statutory timelines are met.
  • Reviews clone request letters and validates property information.
  • Confirms address accuracy and prevents duplicate permit creation.
  • Identifies discrepancies in master permit documentation and issues corrections or notices.
  • Creates clone permits and verifies accurate information transfer.
  • Sets permit-specific conditions, submittal requirements, workflow steps, and electronic document settings.
  • Adds parcels, owners, locations, and workflow activities when system automation is incomplete.
  • Ensures cloned permits meet one or two family home requirements, including Certificate of Authorization documentation.
  • Manages incomplete notice processes and ensures accurate automated language.
  • Maintains quality control to prevent duplicate permits, incorrect parcel associations, missing reviews, or routing errors.

ADDITIONAL FUNCTIONS

  • Must have the ability to provide coverage at satellite office locations as needed.
  • Performs general/clerical tasks, which may include answering telephone calls, making copies, sending/receiving faxes, filing documentation, or processing incoming/outgoing mail.
  • Performs other related duties as required.

Minimum Qualifications

Minimum Qualifications

  • High school diploma or GED required.
  • Two (2) years of related experience.
  • Fingerprinting required.

LICENSES/CERTIFICATES

  • May be required to obtain and maintain certification(s) related to area of assignment.

  • Salary offers above the minimum pay grade may be considered based on qualifications.
  • Essential Employees may be required to work during an undeclared or declared emergency. The County's Administrative Office will determine who will be required to work on an incident-by-incident basis.
