Planner

Summary:
Performs professional planning functions related to land use, zoning, development review, and long-range planning under the general supervision of the Planning Director. Responsible for reviewing permit applications from a planning and zoning perspective for compliance with the Comprehensive Plan and the Land Development Code.
Essential Duties and Responsibilities:
- Reviews building and zoning permit applications from a planning and zoning perspective for compliance with the Land Development Code.
- Answers zoning and planning public inquiries in person, via the telephone, and by electronic mail.
- Assists in resolving citizen and customer issues.
- Reviews site plans as part of the City's Site Plan Review Committee for compliance with the Land Development Code and Comprehensive Plan.
- Ensures the maintenance of accurate documentation, recording, and reporting of data processed.
- Provides technical and policy information and assistance to staff members, agencies, City Commission, City Boards/Committees and citizens. Represents the City and/or department at various board and community meetings, including providing reports and making public presentations.
- Communicates planning principles and studies to the general public, advisory boards and City Commission.
- Assists in preparation for, response to, and recovery from, the impacts of a wide variety of disasters or emergency situations and may be temporarily assigned to other duties, locations, and shifts.
- Meets attendance requirements.
- Promotes positive customer service environment internally and externally. This position shall have extensive interaction with members of the public, design professionals, and business and property owners.
- Performs other job-related functions as assigned.
Supervisory Responsibilities:
None.
Education and/or Experience:
Bachelor's degree in Urban and Regional Planning or related field. Preference will be given to applicants with a Master's degree in Urban and Regional Planning or related field. An equivalent combination of education and/or experience may be considered.

- Possession of a valid Florida driver's license.
- Oral communication and interpersonal skills to explain rules and procedures clearly to the public.
- Creative problem-solving skills to gather relevant information to solve practical problems and address citizen inquiries and concerns.
- Ability to review plans and apply provisions of the ordinances and codes to determine compliance with such regulations and to apply regulations to field conditions.
- Experience with electronic permitting systems, or the ability to quickly learn such systems.
- Ability to work independently or in a team environment as needed.
- Ability to attend to details while keeping big-picture goals in mind.
- Effective written and verbal communication skills.
- The ability to present ideas and findings clearly and concisely in written, oral, or graphic form.
- The ability to establish and maintain effective working relationships with other City departments and divisions, outside agencies and the general public.
