PIR Case Management Specialist

Job Overview:  

The Case Management Specialist provides trauma-informed services to refugees and other qualified immigrants to support a positive resettlement experience and the achievement of client self-sufficiency. This position splits time between two programs: approximately 70% in ORR's Program for Initial Resettlement (PIR) and approximately 30% in the Home ARP program. The Case Management Specialist works closely with clients, colleagues, and external parties to develop service and/or self-sufficiency plans to meet individual client needs and preferences utilizing a broad range of financial, medical, social, vocational, and other services and resources in accordance with client eligibility and program requirements.

Major Responsibilities: 

Responsibilities include, but are not limited to:  

• Provide case management services across two funding streams, dedicating approximately 70% of time to PIR clients and 30% to Home ARP clients, ensuring program requirements and documentation standards are met for each.
• Coordinate timely pre- and post-arrival services to ensure each client has essentials such as airport pick up upon arrival, initial and permanent housing, food, medical care, and access to transportation, and is oriented to their new environment. 
• Help clients find and apply for permanent housing and support them through the move-in process.
• Conduct intake services with clients to assess needs. Develop individualized self-sufficiency plans and SMART goals in partnership with each client.  
• Provide services that are relevant to the client’s goals, including the distribution of direct financial assistance, applications for public benefits, referrals to medical and mental health services, and housing. Ensure active clients receive at least one meaningful interaction every 30 days, up to 90 days of service.  
• Assess and monitor client progress to support their attainment of established goals, address challenges, and ensure that available resources are utilized. 
• Detail each client interaction in accordance with program requirements. Input client information into IRC’s case documentation database, ETO, and assist with tracking and reporting as needed. 
• Collaborate effectively with coworkers and partner organizations. Build and maintain relationships with area service providers for the benefit of clients. 
• Use personal, insured vehicle to travel and transport clients and materials as needed throughout the service delivery area. 
• May train and lead the activities of volunteers and interns. 
• Other duties as assigned.

Indirect Reporting: Economic Wellbeing Manager and Senior Health and Wellness Program Manager

Other Internal and/or external contacts: 

Internal: Immigration team, Housing Services team, Intensive Case Management team, Economic Wellbeing team, Development team, Finance, Operations and other IRC teams as needed. 

External: All community service providers, landlords, partners and organizations.

Job Requirements:

• Bachelor’s degree in social work or related field of study preferred. 
• Experience working with refugee and/or immigrant populations strongly preferred.
• Strong relationship building, diplomacy, and networking skills; ability to effectively build internal and external relationships.
• 1-3 years of experience working in an administrative role. 
• Ability to work independently and as a team member in a fast-paced, cross-cultural environment.
• Self-starter with excellent problem-solving skills combined with the proven ability to multi-task, prioritize duties, and manage time effectively.
• Attention to detail and accuracy in work product.
• English proficiency, both spoken and written, and professional proficiency in relevant languages preferred (i.e., Marshallese, Spanish).
• Proficient in Microsoft Office applications (Teams, Word, Excel, Outlook, PowerPoint); ability to use the internet and other digital tools for data entry, research, and problem-solving purposes.
• Valid driver’s license and access to a personal, insured vehicle.

Working Environment:  

• Standard, professional office environment; hybrid remote, office, and field work
• May require occasional weekend and /or evening work to attend outreach events
• This is a limited-term position ending on 9/30/2027, with the possibility of extension.

Compensation: (Pay Rate: $23 - $25/hr). Ranges are based on various factors including the labor market, job type, internal equity, and budget.  Exact offers are calibrated by work location, individual candidate experience and skills relative to the defined job requirements.
