The Product Development Operations Manager, Innovation & Integration serves as the primary liaison between program stakeholders and the IT division, responsible for the end-to-end lifecycle of digital products, services, or system enhancements. The incumbent translates business strategic objectives into technical requirements, manages product roadmaps, and drives the agile development process to deliver high-value solutions.
The role translates California Department of Public Health (CDPH) public health use cases into actionable technical requirements; enables external developers to build securely on CDPH's platforms (Microsoft-heavy stack including Azure, M365, Rhapsody, and Databricks); and coordinates delivery across internal stakeholders and third-party partners and developers.
The Product Development Operations Manager ensures solutions are aligned to CDPH architecture standards, data interoperability, security/compliance, and operational readiness. The Product Development Operations Manager participates in agile ceremonies (sprint planning, reviews, and demos), maintains sprint-readiness across teams, and drives clear acceptance criteria, User Acceptance Testing (UAT[SS1.1]), and production handoff.
This position is located in CDPH facilities and will require regular onsite attendance for meetings, etc. up to 2 - 4 days a week depending on project load and meetings. Schedule will be determined in collaboration with state lead and in consideration of project demands.

This position reports to the lead Project Manager of the PHNIX initiative at the California Department of Public Health (CDPH) in the Department of Public Health Sciences. The core activities of the CDPH are protecting and improving the health of all Californians through a wide range of public health activities, including disease prevention, health promotion, emergency preparedness, environmental health, food safety, and health equity initiatives. The Department of Public Health Sciences is a large, complex teaching, research, and clinical department in the UC Davis School of Medicine. The mission of the Department of Public Health Sciences is to improve the health of people using approaches based in epidemiology, biostatistics, economics, and behavioral science through research, educational programs, clinical programs, public service, and policy development.
