Job Purpose

The Personal Property Manager plans, directs, and supervises the listing, appraisal, assessment, and audit of all taxable personal property in Alamance County. Taxable personal property includes business personal property, individual personal property, unregistered motor vehicles, boats, aircraft, manufactured homes, and farm equipment. The position makes sure the division complies with the North Carolina Machinery Act (G.S. Chapter 105, Subchapter II), NC Department of Revenue guidelines, and county policy. The manager leads a team of appraisers and support staff, oversees the annual listing cycle, and serves as the divisions primary contact with taxpayers, tax professionals, and other county divisions.

Responsibilities

Division Leadership and Supervision

  • Supervises, trains, and evaluates personal property appraisers, listers, and clerical staff; assigns and reviews work, sets priorities, and manages workload during peak listing and billing periods.
  • Develops and maintains written procedures, desk manuals, and quality control standards for division operations.
  • Participate in hiring and disciplinary decisions and develop staff toward NCDOR certification and continuing education requirements.

Listing and Assessment

  • Directs the annual listing period, including abstract mailing, receipt, data entry, review, and processing of individual and business listings.
  • Make sure property is appraised at market value as of January 1 using NCDOR cost index and depreciation schedules and trending schedules.
  • Overseas late-listing penalties, extension requests, and exemption and exclusion applications for personal property.
  • Reviews and approves value changes, releases, and refunds within established authority.

Discovery and Audit

  • Administers the business personal property audit program under G.S. 105-296(g), including audit selection, scheduling, contracted audit oversight, and review of audit findings.
  • Directs discovery of unlisted property under G.S. 105-312, including research using NC Secretary of State data, business license and ABC permit records, and other sources.
  • Make sure discovery notices, penalties, and taxpayer notifications meet statutory requirements.

Appeals and Taxpayer Relations

  • Handles informal personal property appeals and prepares cases and evidence for the Board of Equalization and Review and the NC Property Tax Commission.
  • Resolves complex or escalated taxpayer inquiries and complaints professionally and in a timely way.
  • Serves as liaison to tax preparers, CPAs, business owners, and other jurisdictions.

Data, Systems, and Reporting

  • Oversee the accuracy and integrity of personal property records in the countys tax/CAMA system and supports system upgrades, conversions, and testing.
  • Prepares and analyzes reports on listing compliance, audit results, discoveries, and value changes for management and state reporting.
  • Coordinates with the Collections, Real Property, Mapping, and Motor Vehicle functions and with IT on billing, data exchanges, and year-end processes.

Administration

  • Assists in preparing the division budget and monitors expenditure and contracts.
  • Keeps current on legislative changes, NCDOR memoranda, and industry practices and recommends policy and procedure updates.
  • Performs other related duties as assigned.

Qualifications

  • Bachelors degree in accounting, business administration, finance, public administration, or a related field, and
  • Four (4) years of progressively responsible experience in personal property appraisal, property tax administration, or auditing, including at least some supervisory or lead experience in an office setting.
  • An equivalent combination of education and experience may be considered.

Licenses and Certifications

  • Certification as a Personal Property Appraiser by the North Carolina Department of Revenue is required or must be obtained within two years from the start date.
  • IAAO courses or designations (e.g., CAE, PPS) are preferred.
  • A valid North Carolina drivers license is required.

WORK ENVIRONMENT

The work is primarily performed in an office setting, with occasional field visits to business locations for inspections and audits. It requires extended periods of computer work and the ability to lift up to 25 pounds. Extended hours may be required during the January listing period and other peak deadlines.

Health Insurance - Full-time employees are eligible for medical/health (Cigna Insurance) benefits upon the 1st of the month following 30 days of employment.

Alamance County Government currently offers three plans of medical/pharmacy benefit options including 2 Standard PPO plans and a High-Deductible Health Plan with HSA.

Dental Benefit - Alamance County offers one dental insurance (Delta Dental) plan for FT employees at no cost. The plan, if elected, would be effective the first of the month following 30 days of FT employment.

Vision Insurance - A voluntary vision program (Superior Vision) is available to FT employees. The current PPO style plan allows employees to seek treatment and hardware from any vision care provider of their choice. The plan, if elected, would be effective the first of the month following 30 days of FT employment. Coverage must be elected within your first 30 days of FT employment or upon a qualifying event.

Voluntary Benefits: Alamance County Government provides a variety of voluntary health related benefits (Voya) to allow employees to purchase protection from what life may bring. A sampling of voluntary benefits includes Flexible Spending Accounts with dependent care opportunities, Health Saving Account with an employer contribution, Short Term Disability, Long Term Disability, Cancer Protection Plan, Group Critical Care Insurance and more.

Life Insurance - Basic term life insurance is the amount of one times the annual salary (no greater than $70,000) is provided for all FT employees. Additional coverage is available for purchase through payroll deductions for employee and eligible dependents.

Retirement Benefits - Membership in the NC Local Government Employees Retirement System (NCLGERS) is a requirement for all full-time and regular part-time employees (working more than 1,000 hours annually). Employees contribute six percent (6%) of their annual compensation before it is taxed.

Time Off Accruals:

Vacation Time - Annual Leave is accrued based on years of service. Employees can accrue from 10-25 days per year.

Sick Time - All County full time employees earn 12 days of sick leave per year.

County Observed Holidays - Alamance County will observe the State of North Carolina Holiday Schedule.
