    Columbia– Personal Care Administrator

    We’re currently seeking a Personal Care Administrator for our St. John’s Herr Estate campus in Columbia, PA. This is a full-time, exempt-level position.

    WHAT YOU DO:

    As the Personal Care Administrator at St. John’s Herr Estate, you will lead the Personal Care community, creating a warm, welcoming, and safe environment for residents, families, and staff. Among your responsibilities, you will:


    Regulatory & Compliance Oversight

    • Ensure adherence to PA DHS Personal Care Home regulations.
    • Maintain inspection readiness through routine audits and documentation reviews.
    • Coordinate and lead DHS inspections with accurate pre-inspection preparation

    Staffing, Supervision & Development

    • Hire, train, supervise, evaluate, and discipline Personal Care staff.
    • Ensure staffing patterns meet regulatory and operational needs.
    • Monitor attendance, scheduling, and payroll in coordination with HR.
    • Provide orientation, in-service training, and maintain competency programs.
    • Ensure all required licensures, certifications, and mandatory trainings are current for assigned staff.
    • Maintain training, certification, and competency compliance for all Medication Technicians in accordance with DHS regulations/Medication Technician Training guidelines.

    Resident Services & Quality Assurance

    • Oversee admissions, discharges, preadmission screenings, assessments, and support plans (RASP).
    • Ensure resident documentation accuracy including DME forms, annual assessments, and care plans.
    • Respond to resident and family concerns with professionalism and timely follow-up.
    • Maintain ownership of Quality Management processes, performance improvement initiatives, and ongoing quality monitoring.
    • Work collaboratively with family members, outside agencies, and hospital social workers regarding level of care and appropriate placement.

    Operational & Financial Management

    • Prepare and manage the department budget with monthly reconciliation.
    • Ensure accurate billing coordination for SSI, VA, and long-term care insurance.
    • Oversee supplies, ordering, and cost-control measures.

    Clinical Practice (as permitted by licensure)

    • Perform clinical duties within scope of practice, including medication administration and treatments.
    • Ensure infection control, resident safety, and clinical best practices are followed.

    EDUCATION & KNOWLEDGE REQUIREMENTS:

    • Individuals in this position must have obtained age twenty-one (21) prior to first day of employment or transfer into position.
    • First Aid and CPR Certification.
    • Certification as a Personal Care Home Administrator is required or must be willing and able to acquire such certification.
    • Certification as a PA DHS “Medication Train-the-Trainer.”

    ESSENTIAL JOB-RELATED EXPERIENCE/ABILITES:

    • Three (3) years' experience in a personal care or long-term care setting.
    • Demonstrated supervisory and leadership experience.
    • Ability to manage multiple priorities and maintain accurate, organized records.
    • Ability to safely assist residents and perform physical job requirements.

    EXPOSURE TO HAZARDOUS CONDITIONS:

    • Exposure to blood and body fluids is frequent.
