Description
GENERAL STATEMENT OF DUTIES
Position manages the Plans and Permits Section of the Inspections Department. Position reports to the Inspections Director.
DISTINGUISHING FEATURES OF THE CLASS
This position manages the day-to-day operations of Plans and Permits Section and oversees permit issuance, inspections scheduling, release of power and gas, and release of certificates of compliance and occupancy. Position supervises staff consisting of a Permit Supervisor, Commercial Permits Specialist, and Permit Technicians. Position is responsible for the recruitment and selection of staff, performance appraisals, and other personnel administration activities. Position assists with preparing and presenting budget for Permits Section.
Examples of Duties
DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
Manages and oversees the day-to-day operations of issuance of residential and commercial permits, scheduling, and tracking of inspections
Follows up with contractors and citizens regarding concerns relating to permits.
Performs quality assurance checks through the use of PC operations and written reports to assure permits, inspections scheduling, and inspections are recorded and followed up in a timely manner.
Assigns and directs the work of Permit Supervisor, Commercial Permits Specialist and Permit Technicians.
Ensure work assignments are carried out in a timely manner.
Responsible for hiring, performance appraisals, and other personnel administration activities.
Plans and assures all training and certifications are completed by staff in a timely manner.
Attends monthly staff meetings and other meetings relating to program.
Prepares monthly reports related to the Permits Section.
Provides budget input for the Permits Section and makes recommendations regarding needs.

Typical Qualifications
MINIMUM QUALIFICATIONS
Graduation from high school graduation or GED and four years of permits issuance, inspections or related experience and NC Building Inspector Level I certification. Demonstrated experience in a supervisory or lead role. One year of supervisory experience may substitute for one year of permit experience.
Four-year degree in Business Administration, Public Administration or related field is preferred.

Physical Demands and Work Conditions
Work is sedentary. Typically, the employee may sit comfortably to do the work. Must be able to physically perform the basic life support functions of walking, fingering, grasping, talking, and hearing. Periodically, may be required to lift up to 10 pounds. Must have the visual acuity to record observations, to read and analyze, to prepare data and figures, and to access and enter information into computer. Employee works in normal office environment.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
