This position will be assigned to work in the Department of Transportation and Public Works, Code Enforcement Division, in Clayton, Missouri. The Permit Technician Specialist is responsible for resolving citizen permit processing inquiries via phone call, desktop applications, or in-person requests.

Independent decision-making without review by a superior, the high consequences of error for inaccurate work, and the knowledge and application of governing statutes, ordinances and codes distinguishes this from OA45 - Permit Technician Assistant.

Examples of Duties

Essential Function Examples:

  • Answer and remediate any type of inbound citizen request for permit website navigation, e-permit portal, application and related forms for building, electrical, land disturbance, mechanical, plumbing and occupancy

  • Identify proper permit type requirements, plan review, property research, fees and related tasks for permit processing

  • Moderate Permit Application Center (PAC) verification for collaborating County departments or outside agencies review

  • Provide assistance to lower-level employees and the general public

  • Locate, maintain and update information maintained in software applications

  • Conduct outbound customer service for permit concerns, approval and fee notifications

  • May have independent work assignments not associated with others work

  • Maintain filing, scanning and records

  • Perform other duties as required or assigned

Minimum Qualifications

  • Equivalent to a high school diploma or GED equivalent

  • Two years of related work experience

  • Minimum age 18 years old

  • Preference may be given to applicants as follows:

  • Public sector work experience

  • Customer service focused

  • Working knowledge of the Countys permit website

  • Understanding of the Countys permit types

Additional Information

SELECTION AND APPOINTMENT: A selection committee will evaluate the qualifications of each applicant which will include recentness and appropriateness of the applicants education and experience, answers to the supplemental questions, results of employment references investigated and any other appropriate information available.

The selection committee will admit to the interview only those persons who possess the most job-related qualifications and may establish admittance criteria beyond the minimum qualifications stated above. The interview will comprise 100% of the applicants earned grade. A candidate must earn a qualifying grade of 70 or more on the interview to be eligible for appointment. After initial interviews with the selected candidates are conducted, an email will be sent to the address on file with instructions on how to complete and submit a Conviction Questionnaire. Candidates have 3 days to complete the required questionnaire.

The five top ranking candidates, based on the final grade, will be certified to the Department Director/Appointing Authority who will make the final decision.

All applicants conditionally offered a merit position will be required to submit to urinalysis to screen for illegal drug use prior to appointment. Screening will be performed by a reputable clinical laboratory. The cost of screening will be covered by the County.
