This is advanced clerical work processing applications for building and sign permits. This work involves routing plans, reviewing incoming documents to ensure easy plan review and answering all questions pertaining to permit submission and permit processing. Work is performed under general supervision.

Essential Job Duties

The following duties are normal for this position. The omission of specific statements of duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

  • Ability to respond to high volumes of telephone calls and walk-in customer inquiries courteously and professionally.
  • Ability to provide public general information concerning the City and other governmental agencies.
  • Provides exceptional customer service and accurate information to internal and external customers in person and over the phone.
  • Although speed is not a factor, typing skills are required.
  • Ability to learn and retain construction terminology. A background in construction is helpful but not required.
  • Schedule inspections via phone or in person.
  • Ability to move quickly from one task to another.
  • Below positions shall be cross trained for back-up/fill-in purposes.
  • Establish and maintain good, effective, and respectful relationships with the development community.
  • Perform all functions and responsibilities according to the Palm Beach County Code of Ethics and Florida State Statutes 112.313.
  • Fosters positive employee relations and employee morale on a City-wide basis.

PERMIT CLERK - CUSTOMER SERVICE

  • Accept applications for all building and sign permits. Review forms for accuracy; determine missing documents; explain permit procedures.
  • Verify contractor credentials.
  • Distribute issued permits for pick-up.
  • Process Notices of Commencement. Monitor Building email and fax for NOC's.
  • Process various fees throughout the permitting process, including but not limited to, re-inspection fees, permit reactivation/expired permit fees, temp for test fees, engineer affidavit fees.
  • Enter inspection results.
  • Provide permit re-prints
  • Issue Certificates of Occupancy/Certificates of Completion at the discretion of the Permit Supervisor.

PERMIT CLERK - RECORDS SPECIALISTS

  • Prepare completed inspection tickets for filing
  • Check for and result prior open inspections.
  • Daily filing to include but not limited to, permit documents, inspection tickets, issued permits in folders, and MEPR's.
  • Monitor and respond to Public Records Requests from both the City on-line portal and Building email.
  • Maintain organization in the vault.
  • Scan completed permits, as time allows.
  • Prepare files and plans for shipment.
  • Prepare shipment for archiving of larger files.
  • Process Open Permit Searches/Payments
  • Work on backlog of older files, as time allows.
  • Check LaserFiche against Microfilm for discarding Microfilm

Minimum Qualifications

  • High school graduation or possession of an acceptable equivalency diploma.
  • Two (2) years experience in responsible office work, construction related work preferred.
  • Knowledge of general office procedures.
  • Knowledge of construction terminology and documents.

Knowledge of telephone etiquette. Knowledge of the uses of a computer and equipment. Ability to work effectively with various people. Ability to communicate effectively with customers. Ability to work under pressure and meet deadlines. Ability to follow directions. Ability to follow through on designated tasks. Ability to handle numerous tasks at once. Skill in typing, filing and research techniques. Skill in operating office equipment. Skill at accessing, inputting and retrieving information from a computer. Ability to communicate effectively in oral and written form. Ability to adapt to an evolving and continually improving environment
