PeopleSoft HCM / Payroll Functional Specialist:

Total Required Experience in Years: 12%2B Years
 Mode of Work: Onsite,  Tallahassee, Florida.

The PeopleSoft HCM / Payroll Functional Specialist will support the  Financial Services, Division of Accounting & Auditing, in preparing for the implementation of the Florida PALM PeopleSoft Human Capital Management (HCM) module. This role will provide functional expertise for payroll modernization, business process improvements, testing activities, organizational readiness, and project coordination throughout the implementation lifecycle.
Key Responsibilities:
Support User Acceptance Testing (UAT) and parallel payroll testing activities.
Validate payroll calculations, tax processing, benefits, and deductions.
Review and document testing results, defects, and issue resolutions.
Review Florida PALM functional design documents and provide recommendations.
Analyze business process impacts related to Florida PALM implementation.
Serve as the functional Subject Matter Expert (SME) for PeopleSoft HCM and Payroll.
Develop and maintain PeopleSoft queries to support reporting and analysis.
Create desk procedures, job aids, user guides, and training documentation.
Support organizational change management and knowledge transfer initiatives.
Coordinate project activities supporting the Florida PALM transition.
Identify project risks, issues, and mitigation strategies.
Assist with conversion planning, cutover activities, and implementation readiness.
Support policy development, communications, training, and stakeholder engagement.
Track project tasks, milestones, deliverables, and implementation progress.
Collaborate with cross-functional business and technical teams throughout the project lifecycle.
Additional Responsibilities:
Participate in project planning meetings and status reporting.
Support payroll modernization initiatives and business process improvements.
Assist with functional validation and post-implementation support.
Ensure project documentation remains current and complete.
Provide functional guidance to business users during implementation.
Required Skills:
Strong experience with PeopleSoft Human Capital Management (HCM).
Strong functional knowledge of PeopleSoft Payroll processing.
Experience supporting ERP implementation projects.
Experience performing User Acceptance Testing (UAT).
Experience conducting parallel payroll testing.
Experience validating payroll calculations, taxes, and deductions.
Strong business process analysis skills.
Experience supporting Florida PALM readiness or similar ERP modernization initiatives.
Experience developing PeopleSoft Queries.
Experience creating documentation, job aids, and training materials.
Experience supporting organizational change management.
Strong project coordination and planning experience.
Ability to work effectively with cross-functional business and technical teams.
Strong analytical, documentation, and communication skills.
Preferred Skills:
Florida PALM implementation experience.
Public sector or government ERP implementation experience.
Payroll conversion and cutover planning experience.
Business process redesign and optimization.
Knowledge of organizational readiness and change management methodologies.
Experience supporting enterprise payroll modernization initiatives.
Qualifications:
Demonstrated functional expertise in PeopleSoft HCM and Payroll.
Ability to analyze complex business processes and recommend improvements.
Strong organizational and project coordination skills.
Excellent written and verbal communication skills.
Ability to manage multiple priorities and meet project deadlines.
Strong collaboration and stakeholder management skills.
Education:
Bachelor\'s degree in Business Administration, Information Systems, Human Resources, Accounting, Computer Science, or a related field.
Equivalent professional experience may be considered.
Certifications:
PeopleSoft HCM Certification (Preferred)
Project Management Professional (PMP) (Preferred)
Certified Business Analysis Professional (CBAP) (Preferred)
Prosci Change Management Certification (Preferred)

Resume must not exceed three (3) pages.
