Minimum Qualifications

Bachelors degree. A minimum of five years of experience in project management to include establishing a project charter/road map, resource allocation, and monitoring performance and quality metrics. Experience in large-scale construction or capital projects preferred. Coursework or training in Project Management is preferred.

Recruitment Notes

The Program Management Manager is responsible for overseeing a portfolio of County projects, maintaining continuous visibility into the schedule, budget, scope, and risk profile of each project. Responsibilities include:

  • Maintaining current visibility into the schedule, budget, scope, change order status, and risk profile of every project in the assigned portfolio.
  • Coordinating, overseeing, and, as needed, supervising the work of Program Management Specialists or other staff that may be assigned to projects within the program.
  • Identifying projects at risk and escalating to PMO leadership in accordance with established escalation protocols.
  • Reviewing project financial documentation across the portfolio, including expenditure requisitions, change orders, payment requests, bids, and award recommendations.
  • Reviewing design and construction submittals to ensure alignment with County standards and project requirements.
  • Serving as an escalation point for issues between project staff, consultants, contractors, client departments, and external stakeholders, including responses to audits and inquiries
  • Handling matters that require elevated coordination beyond day-to-day project management, including contract negotiations, contractual amendments, financial modifications, schedule extensions, procurement coordination, and any change to original resolutions or agreements with vendors.
  • Preparing portfolio reporting and supporting documentation for executive review.
  • Managing capital projects directly as assigned, including flagship or high-visibility projects requiring manager-level oversight.
  • Supporting project closeout, reconciliation, and documentation across the program in accordance with PMO standards and County reporting systems.

Preferences

  • Active Registered Architect (RA), Professional Engineer (PE), or Certified General Contractor in the State of Florida preferred.
  • Strong written communication skills, with experience preparing executive-level correspondence is desired.
  • Experience coordinating across multiple consultant teams, contractors, and client departments/stakeholders simultaneously is preferred.
