    Bachelors degree. A minimum of three years of human resources experience in conducting job analysis, labor relations research, conducting investigations on employee relations matters, or organization structure reviews are required. Additional human resources experience in conducting job analysis, labor relations research, conducting investigations on employee relations matters, or organization structure reviews may substitute for the required college education on a year for year basis.

    Recruitment Notes

    The PIOD Appeal Officer performs advanced administrative professional work in the review and resolution of employee classification appeals. Responsibilities include but are not limited to scheduling the employee and supervisor for the appeal hearing, reviewing Compensation documents e.g. no-change memorandum, employee's Request for Classification Action document etc... Duties also include conducting the appeal hearing, performing on-site field audits, meeting with employees at all levels, including in some instances Department Directors. Following the hearing, the incumbent conducts thorough research using historical records and performs compensation research across Miami-Dade County and if necessary other municipalities and the private sector, benchmarking salaries and reviewing past and current duties for changes. This includes examining supervisory relationships, span of control, job scope changes, and determining whether identified changes are compensation-related. The incumbent independently formulates detailed recommendation reports, which are forwarded for review and finalized by the PIOD Department Director, who serves as the final and binding authority for these appeals.
