    Position Overview:

    ITSC is seeking a Business Management Analyst II to support the Cybersecurity and Infrastructure Security Agency's Sector Risk Management Engagement activities. This position will provide analytical, operational, governance, project-management, and stakeholder engagement support to Sector Management leadership and Sector Risk Management Agencies.The successful candidate will help strengthen sector-specific and cross-sector coordination,

    support risk-management activities, improve information sharing, and produce actionable analyses and executive-level products.

    Key Responsibilities:

    ? Develop, maintain, and update sector charters, bylaws, membership criteria, procedural

    documents, and other governance materials.

    ? Ensure governance products remain aligned with CISA policies and evolving sectorcoordination

    requirements.

    ? Maintain sector membership lists, distribution lists, participation records, and

    membership evaluation documentation.

    ? Prepare monthly reports summarizing governance updates, pending actions, membership

    changes, and recommendations.

    ? Develop and implement engagement plans for sector-specific and cross-sector initiatives.

    ? Coordinate meetings and engagements, including scheduling, logistics, agendas, prereads,

    briefing packages, and attendee lists.

    ? Prepare engagement packages and deliver post-engagement summaries and updated

    action-item logs within established deadlines.

    ? Collect and analyze attendance data, participation trends, stakeholder feedback, and

    cross-sector observations.

    ? Identify trends, risks, readiness concerns, and opportunities for operational improvement.

    Research critical infrastructure, cybersecurity, physical security, operational risks, sector

    challenges, and interdependencies.

    ? Prepare executive memoranda, talking points, summaries, white papers, briefing decks,

    and post-engagement reports.

    ? Develop and maintain project schedules, decision logs, dashboards, risk registers,

    milestone trackers, and action-item reports.

    ? Track project dependencies, risks, milestones, recommendations, and deliverables

    through completion.

    ? Align sector engagement activities with national-level coordination processes and crosssector

    frameworks.

    ? Provide administrative and executive-level support, including calendar coordination,

    correspondence, task tracking, document routing, and workflow management.

    ? Provide rapid planning, documentation, analysis, and engagement support during urgent

    operational or national-level events.

    ? Prepare rapid-response briefing notes, coordination summaries, and after-action reports.

    ? Perform quality-control reviews to ensure products meet CISA and DHS standards for accuracy, clarity, and formatting.

    Required Qualifications

    ? Four to eight years of experience in business analysis, program support, project

    management, risk management, governance, stakeholder engagement, or federal

    operations.

    ? Ability to obtain and maintain a favorable DHS Suitability/Fitness Determination.

    ? Experience supporting government programs, councils, committees, working groups, or

    multi-stakeholder initiatives.

    ? Demonstrated experience collecting and analyzing operational or engagement data.

    ? Experience developing reports, executive briefings, dashboards, project schedules,

    process maps, or other decision-support products.

    ? Strong qualitative and quantitative analytical skills.

    ? Experience tracking projects, risks, milestones, action items, dependencies, and

    deliverables.

    ? Excellent research, writing, editing, presentation, organizational, and stakeholdercommunication

    skills.

    ? Proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Teams.

    ? Ability to manage multiple priorities and respond effectively to time-sensitive or

    emerging requirements.

    ? U.S. citizenship.

    Preferred Qualifications:

    ? Bachelor's degree in business administration, management, public policy, homeland

    security, cybersecurity, emergency management, data analytics, or a related field.

    ? Previous experience supporting DHS, CISA, another federal agency, or a government

    contractor.

    ? Familiarity with Sector Risk Management Agencies and critical infrastructure sectors.

    ? Knowledge of cybersecurity, physical security, resilience, operational risk, or national

    security policy.

    ? Experience supporting senior government officials or national-level coordination bodies.

    ? Experience using Microsoft Project, SharePoint, Power BI, dashboards, data-visualization

    tools, or task-management platforms.

    ? Familiarity with federal records management and CISA or DHS documentation

    standards.

    ? Project-management or business-analysis certification.

    Work Environment:

    Work will primarily be performed at CISA facilities in Arlington, Virginia. Telework may be

    permitted with government approval. Occasional travel and short-notice support during emergent

    events may be required.
