Job Title: Payroll Manager
Location: Dallas, TX
Employment Type: Direct Hire or Contract-to-Hire | Full-Time
Work Arrangement: Hybrid (3 days onsite, 2 days remote)
Compensation: $100,000 – $105,000 annually (based on experience)


Position Overview:
Wheeler Staffing Partners is seeking an experienced Payroll Manager to oversee end-to-end payroll operations for a multi-state workforce of approximately 200 employees. This role serves as the internal subject matter expert for payroll, ensuring accuracy, compliance, and timely processing while driving system optimization and process improvements.

The ideal candidate is highly self-sufficient, detail-oriented, and experienced in managing payroll independently within a fast-paced, evolving environment.


Key Responsibilities:

Payroll Operations & Ownership:

  • Manage and execute full-cycle payroll processing for weekly payroll cycles across salaried and hourly employees

  • Ensure payroll is processed accurately, timely, and in compliance with all federal, state, and local regulations

  • Serve as the internal payroll subject matter expert, resolving complex payroll, tax, and compliance issues

  • Review and validate timekeeping, earnings, deductions, and benefit changes

  • Process payroll-related transactions including bonuses, commissions, off-cycle payments, and terminations

Compliance, Reconciliation & Reporting:

  • Ensure compliance with multi-state payroll tax requirements, wage laws, and regulations

  • Perform payroll reconciliations and partner with Accounting on general ledger alignment

  • Manage garnishments, tax filings, and audit support

  • Oversee year-end processes including W-2 preparation, reconciliations, and reporting

Systems & Process Improvement:

  • Act as system owner for the payroll platform, including configuration, troubleshooting, and optimization

  • Identify and resolve system or data issues related to payroll processing

  • Partner with external vendors to enhance payroll system functionality

  • Develop and document payroll processes, procedures, and internal controls

  • Identify opportunities for automation and operational efficiencies

Cross-Functional Collaboration:

  • Partner with HR on employee lifecycle changes including hires, terminations, promotions, and benefits

  • Collaborate with Finance and Accounting on reporting, accruals, and reconciliations

  • Train and support backup personnel to ensure payroll continuity

  • Respond to employee payroll inquiries with professionalism and accuracy


Required Qualifications:

  • Bachelor’s degree in Accounting, Finance, or related field

  • 7–10+ years of payroll experience, including multi-state payroll ownership

  • Proven experience managing payroll end-to-end

  • Experience in a weekly or continuous payroll environment

  • Experience with payroll system implementations or major system transitions

  • Strong knowledge of multi-state payroll tax compliance and wage laws

  • Experience with Paycom or similar payroll systems

  • Advanced Microsoft Excel skills (data analysis, reconciliations, auditing)

  • Strong analytical, problem-solving, and organizational skills

  • Ability to work independently in a fast-paced environment


Preferred Qualifications:

  • Certified Payroll Professional (CPP) certification

  • Office-based environment with occasional evening or weekend work as needed

  • Prolonged periods of sitting and computer use

  • Ability to use standard office equipment

  • Occasional lifting of materials up to 10–15 pounds
