Job Summary
Concord University is seeking a detail-oriented and collaborative Payroll Manager to oversee all aspects of the University's faculty, staff, student, and related payroll operations. This position is responsible for ensuring the timely and accurate processing of payroll while maintaining compliance with federal, state, and institutional policies and regulations.
The Payroll Manager supervises and coordinates all payroll functions, including wage payments, tax reporting, reconciliations, payroll accounting, and year-end processing. The position works closely with Human Resources, Finance, Academic Affairs, and other campus departments to ensure accurate employee compensation and reporting. This role also assists the Controller with payroll reconciliations, internal controls, audits, and continuous process improvements to enhance the efficiency and effectiveness of payroll operations.
Duties and Responsibilities
Duty/Responsibility
Processing
Process Biweekly Payroll with wvOASIS HRM for 300-400 employees.
Includes processing stipends, overload pay, summer school pay, and timecard entries.
Calculate Annual and Faculty payouts for departing employees
Follow guidance issued by the WV State Auditor's Office and State Budget Office regarding transactions.
Monitor and sign off on payroll using the UKG Pro timekeeping system.
Address any annual leave or sick leave accrual issues inside the Kronos system.
Serve as a point of contact for payroll issues for faculty, staff, and student employees.
Enter Tax Documents, Net Pay Documents, and deductions/benefits in wvOASIS HRM
Process supplemental (Online Check) payrolls as needed.
Ensure all payroll documents are compiled, entered and balanced biweekly for exempt and non-exempt staff and student pay cycles.
Contact the State Auditor's Office or State Budget Office as needed for payroll transactions, and participate in training opportunities when available.
Communicate and work closely with Human Resources regarding the hiring of new faculty and staff.
Partner with Human Resources to resolve issues with benefits processing that affect payroll output.
Process payroll transactions into the Banner Finance general ledger timely.
Collaborate with other departments to ensure smooth payroll processing.
Ensure compliance with all federal and state payroll laws, IRS regulations, FLSA, ACA, and West Virginia payroll requirements.
Develop and maintain effective internal controls to safeguard payroll data and ensure accuracy.
Maintain confidentiality of payroll and employee information.

Education/Knowledge
Minimum Education Bachelor's Required Licenses/Certification
Bachelor's degree in Business Administration, Accounting, Finance, or a closely related field required.
An equivalent combination of education and progressively responsible payroll experience may be considered.
