Part-TimePosition SummaryThe Paving Foreman is responsible for supervising and coordinating all paving operations in the field while ensuring projects are completed safely, efficiently, on schedule, and according to company and customer specifications. This position provides leadership to the paving crew, oversees equipment operations, maintains quality standards, and promotes a safe and productive work environment.The Foreman serves as the primary field leader during paving operations and acts as the liaison between the paving crew and the Job Superintendent.Essential Duties and ResponsibilitiesResponsibilities include, but are not limited to:Safety & Compliance
- Promote and enforce all company safety policies and OSHA regulations.
- Ensure all employees wear required personal protective equipment (PPE).
- Conduct and document daily Job Safety Analyses (JSAs).
- Identify and correct unsafe work conditions immediately.
- Maintain a clean, organized, and hazard-free job site.
- Direct traffic safely around construction zones when required.
- Ensure compliance with project specifications, company policies, and environmental regulations.
Leadership & Supervision
- Supervise, train, coach, and mentor paving crew members.
- Assign daily work based on project priorities.
- Monitor employee attendance, productivity, and work quality.
- Promote teamwork, professionalism, and workplace respect.
- Maintain crew morale while enforcing company standards and expectations.
- Address field issues promptly and communicate concerns to the Job Superintendent.
Project Execution
- Read and interpret blueprints, plans, specifications, and grade stakes.
- Coordinate paving activities to meet production schedules.
- Monitor work quality to ensure compliance with project requirements.
- Communicate schedule changes, delays, material shortages, and equipment issues to the Job Superintendent.
- Assist with project planning and sequencing of work.
- Ensure work is completed accurately and efficiently.
Equipment & OperationsOperate and oversee the operation of equipment including, but not limited to:
- Asphalt paver
- Screed
- Rollers
- Vibratory plate compactors
- Jackhammer
- Chop saw
- Torch
- Rotary hammer
- Shovels
- Rakes
- Brooms
- Picks
- Axes
- Other hand and power tools
Additional duties include:
- Load and unload construction materials.
- Prepare job sites for paving operations.
- Remove debris and perform final site cleanup.
- Chop asphalt edges.
- Remove, fill, grade, and compact soil as necessary.
- Inspect equipment daily and ensure tools are cleaned, maintained, and stored properly.
- Assist crew members with manual labor as needed.

- Employee timecards
- Equipment inspections
- Production reports
- Material usage reports
- Other required project documentation
Minimum Qualifications
- Must be at least 18 years of age.
- Valid California Driver License with an acceptable driving record.
- OSHA 10 Certification required.
- Current First Aid/CPR Certification required.
- Minimum 6 months of experience as an Operator III.
- Minimum 6 months of asphalt paving experience with Burtch Construction or equivalent experience operating all asphalt paving equipment proficiently.
- Thorough knowledge of paving operations, construction methods, equipment, and OSHA safety standards.
- Ability to read and interpret blueprints and construction plans.
- Strong leadership and supervisory skills.
- Excellent communication and organizational abilities.
- Basic mathematical skills.
- Strong problem-solving and decision-making skills.
- Ability to work independently with minimal supervision.
- Ability to work effectively as part of a team.

- Frequently stand, walk, bend, squat, kneel, crouch, climb, balance, crawl, and reach.
- Frequently use hands and fingers to handle tools, equipment, and materials.
- Frequently lift and carry up to 50 pounds.
- Occasionally lift and carry up to 100 pounds with assistance when appropriate.
- Work outdoors in varying weather conditions including heat, cold, rain, wind, and dust.
- Work around heavy construction equipment and moving machinery.
- Maintain awareness of surrounding equipment through visual and auditory observation.
- Work overtime, weekends, holidays, and extended shifts as required.
