Position Summary & Description

POSITION SUMMARY:

Indiana University of Pennsylvania (IUP) invites applicants to a for a full-time Patrol Officer in the Public Safety Department.

University Patrol Officers are responsible for providing a safe and secure living and learning environment for the University Community.

Officers are on duty 365 days a year and provide immediate responses to all types of emergencies on campus while providing services in areas of patrol, investigations, parking enforcement, residence hall protection, building security, crime prevention and special event security. This position involves a great deal of interaction with students, performing community-oriented policing with a strong emphasis on student success and retention, recognizing the social importance of 21st Century professional and ethical police functions for tactful and courteous treatment of all persons.

This is an "essential personnel" position. Patrol officers are expected to remain or report to work during partial or full day closings and during other emergent circumstances.

ESSENTIAL DUTIES:

• Patrol campus property and buildings by foot, vehicle, or bike to ensure proper security and safety; including but not limited to locking, and unlocking of facilities; precluding theft, vandalism, and loitering; reporting of general building and grounds security issues; building checks for safety hazards, mechanical problems and failures and other deficiencies.
• Direct and control traffic and parking on University grounds: Issuing traffic warnings, parking tickets, and traffic and non-traffic citations, for violations of University policy and Commonwealth of Pennsylvania laws.
• Investigate traffic accidents involving persons or property, report and pursue appropriate course of action on university grounds.
• Display and remove temporary parking signage on campus.
• Provide safety and law enforcement for extra-curricular, social, recreational, and free assembly events/activities at the University.
• Operate state vehicles in a legal, safe, and courteous manner.
• Provide transportation, with the use of a state-owned vehicle, for persons to and from hospitals, university funds or valuables to proper locations, prisoners, and legal documents for service of process.
• Respond to non-emergency calls for assistance (criminal and general assistance).
• Respond to emergency calls, including but not limited to mental health, injured persons, panic, fire, burglary alarms, bomb threat, active assailant, or any other University emergency.
• Investigate suspected crimes, report findings, file criminal complaints, serve arrest and search warrants, and/or conduct surveillance while following Rules of Criminal Procedure & University Police policies.
• Testify in court, legal proceedings, or university code of conduct hearings as necessary.
• Aid other local law enforcement agencies in the direction of the senior officer in charge.
• Prepare and maintain a multitude of reports; daily activity logs, shift reports etc. to department standards.
• Utilizes two-way radio communication equipment, computers, multi-line telephones, monitor alarms & CCTV.
• Accomplish routine administrative duties and perform other related work as required.
• Participate in education and training courses, as requested. Complete professional development training as required (CPR/AED, firearms, Act 180 etc.)
• Practice safety measures to prevent accidents and injuries, and to ensure compliance with applicable regulations. Complete reports to appropriate work group of deficiencies.
• Perform public speaking-community policing events with student or community groups as a special assignment.
• Exhibit abilities to work with diverse groups and populations.

IMPORTANT NOTICE:

This position posting is to establish a pool of qualified candidates for anticipated future full-time Patrol Officer openings in the Public Safety Department. Position Qualifications

REQUIRED KNOWLEDGES, SKILLS AND ABILITIES:

• Knowledge of Commonwealth laws, rules, and regulations governing motor vehicle operation and personal conduct for employees or visitors at Commonwealth facilities
• Knowledge of Commonwealth provisions for emergency situations
• Some knowledge of group behavior
• Skill in the use and care of offensive and defensive weapons
• Ability to react quickly and calmly in emergency situations and to determine proper courses of action
• Ability to enforce laws firmly, tactfully, and with respect for the rights of others.
• Ability to understand and carry out oral and written instructions

MINIMUM EXPERIENCE AND TRAINING:

• One year of police experience and formal training in the provisions of basic police services as certified through Act 120 training;

OR

• Any equivalent experience or training.

NECESSARY SPECIAL REQUIREMENTS:

• Possession of a valid Pennsylvania Drivers license.
• Ability to meet such qualifications regarding strength, agility, and health as required.
• Receipt of the MPOETC Certification with arrest powers, granted by the Commonwealth of Pennsylvania.
• Successfully complete the University Firearms Qualification Requirements at required intervals.
• Satisfactorily complete Act 180 updates annually.
