    Introduction

    The Pathways to Public Service Program is an initiative that strengthens the pipeline of diverse talent from local colleges and universities into District government roles. The program is designed to provide 12-month public service apprenticeships, professional mentorship, and direct hiring pathways for participants into full-time government employment. Participants gain practical skills and mentorship, while employers benefit from a pipeline of early-career talent, fresh ideas, and coordinated support from DOES and DCHR.

    This position is located in the Office of Construction and Building Standards within the Department of Buildings (DOB). The mission of The Department of Buildings is to protect the safety of residents, businesses, and visitors and advance the development of the built environment through permitting, inspections, and code enforcement.

    The Department of Buildings (DOB) is responsible for regulating construction activity in the District of Columbia. The agency operates a consolidated permit operations division, reviews all construction documents to ensure compliance with building codes and zoning regulations, and has inspection and oversight authority, through which construction activity, building systems, and rental housing establishments are inspected, with violations cited and, if necessary, abatement pursued within the limits of the law.

    Duties and Responsibilities

    Incumbent reviews incoming permit application packages for consistency and ensures accuracy; assigns job classifications based on submitted documents, complexity, and cost of the construction project to disperse application packages to internal and external agencies for compliance with applicable construction codes. Incumbent evaluates building permit applications and submits plans based on established division submission standards.

    Communicates information directly to internal and external customers about construction permit requirements, processing, and approvals. Resolves issues and answers questions related to permit applications, fees, and applicable submission guidelines for construction permits.

    Qualifications

    To participate in the Pathways to Public Service, you must have the following eligibility requirements:

    • College graduate with a bachelor's degree in either December 2025 or May 2026.
    • Commit to being a resident of the District of Columbia within 180 days.

    Specialized Experience: This position requires one (1) year of specialized experience equivalent to the next lowest grade level in the District of Columbia government. To be creditable, specialized experience must have been equivalent to at least the next lower grade level. Specialized experience is experience which is directly related to the line of work of the position and has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position.
