AGENCY MISSION:

The Massachusetts Parole Board ("the Parole Board") is an agency within the Executive Office of Public Safety and Security with the decisional authority in the Commonwealth of Massachusetts for matters of parole granting, parole supervision, rescission, revocation, discharges, and early termination of parole. The Parole Board is also tasked with making recommendations to the Governor regarding pardons and commutations. Annually, the agency conducts over 3,000 face-to-face parole hearings, supervises over 1,300 active parolees in the regional field offices at any given time, provides notice and assistance to thousands of victims and provides reentry services to inmates being released on Parole. The Parole Board's overall mission is to promote public safety by the return of inmates to the community through supervised, conditional release, so that a successful transition from confinement to discharge from parole provides a basis for continued responsible conduct.

The agency serves the public, victims, inmates, parolees, and petitioners for executive clemency throughout the Commonwealth by conducting face-to-face hearings, supervising parolees in the community, providing notice and assistance to victims and their families, and providing reentry services to individuals leaving custody, pursuant to M.G.L. c. 127, § 158.

GENERAL STATEMENT OF DUTIES AND RESPONSIBILITIES:

Incumbents in this position are responsible for representing the agency's position and statutory obligations in legal matters, obtains information on cases for hearings, advise agency staff on legal matters, draft administrative and legal documents, provide information to the public on agency functions, rules and regulations and perform related work as required.

Candidate will also serve as the identified Title II ADA Coordinator for the Parole Board.

DETAILED STATEMENT OF DUTIES AND RESPONSIBILITIES:

1. Represent the Parole Board in Superior Court civil litigation.

2. Represent the Parole Board before administrative boards and commissions.

3. Respond to public records requests.

4. Assist General Counsel in executive clemency and termination matters.

5. Assist Board Members and General Counsel in preparing decisions on life sentence cases.

6. Assist General Counsel in the review and drafting of parole regulations.

7. Assist the Attorney General's Office with parole litigation handled by the Attorney General.

8. Provide legal advice and opinions on parole matters for the agency's staff.

9. Respond to inquiries from private attorneys, assistant district attorneys, parolees and incarcerated individuals concerning parole legal matters and records. 10. Represent the agency at legal seminars, conferences, training and meetings held by other agencies or legal organizations.

10. Assist General Counsel in reviewing and revising agency policies.

11. Serve as the Agency Title II ADA Coordinator, with duties that include:

• Developing procedures for the prevention of discrimination against Parole Participants with a Disability;
• Participate in collecting and responding to Requests for Reasonable Accommodation;
• Develop and apply standards for identifying Parole Participants with a Disability;
• Monitor IPO and other Board staff compliance with the Board's Title II ADA Policies;
• Maintain and update as needed any description/explanation of the parole process provided to incarcerated persons, whether in writing or virtually, through electronic tablets or other devices;
• Conduct annual reviews of the Board's policies, administrative directives, and procedures and make recommendations to assist in compliance with the Title II ADA and related laws;
• Consult with administrators and staff of Board Divisions, as needed, concerning Title II ADA compliance, staff training, and the provision of Reasonable Accommodations, Auxiliary Aids and Services, and Assistive Technology to Parole Participants with a Disability;
• Reviewing monthly Transitional Services Division reports related to requests for and provision of Reasonable Accommodations
• Rendering decisions on requests for reasonable accommodations, in consultation with Parole Board Chair, and relevant staff
• Assist the General Counsel or their designee with the supervision and training of staff responsible for screening of all eligible individuals to determine whether Title II ADA policy applies.

13. Other related duties as required.
