Position Summary
The Executive Director is responsible for the strategic, operational, clinical, and administrative leadership of a Program of All-Inclusive Care for the Elderly (PACE). This executive oversees all aspects of program performance, ensuring exceptional participant- centered care, regulatory compliance, financial sustainability, operational excellence, and organizational growth while fostering a collaborative, mission-driven culture.
 
Reports To
Chief Business Growth Officer
 
Direct Reports
Leadership Team including Center Manager, Administrative Assistant, Clinical Services Director, Quality & Compliance Director, Marketing & Enrollment Director, Network & Contracting Director, Health Plan Services Director, and Interdisciplinary Care Teams.
 
Key Responsibilities
 
Strategic Leadership & Program Development
• Develop and execute the strategic vision and long-term growth of the PACE program.
• Identify expansion opportunities, partnerships, and new service locations.
• Monitor healthcare trends and implement innovative solutions.
 
Operations Management
• Provide executive oversight of daily operations and participant experience.
• Lead enrollment growth initiatives and operational performance reporting.
 
Regulatory Compliance & Quality
• Serve as Program Director in accordance with federal and state regulations.
• Ensure compliance with CMS, DHCS, HIPAA, OSHA, and all regulatory standards.
• Lead quality improvement initiatives and policy development.
 
Financial Leadership
• Develop and oversee annual operating budgets.
• Monitor financial performance, reimbursement, contracting, and revenue cycle.
• Ensure fiscal sustainability and responsible resource allocation.
 
Human Resources & Leadership
• Recruit, develop, and retain high-performing leadership teams.
• Promote accountability, collaboration, employee engagement, and professional
development.
 
Community Relations
• Represent the organization with healthcare partners, community organizations, and
regulatory agencies.
 
Qualifications
• Master's Degree in Healthcare Administration, Public Health, Business Administration,
or related field required.
• Executive leadership experience within healthcare; PACE, managed care, FQHC, or
senior care strongly preferred.
• Demonstrated success leading multidisciplinary teams, regulatory compliance,
budgeting, and operations.
• Experience launching or expanding healthcare programs is highly desirable.
Conditions of Employment
• Successful completion of background check, reference verification, TB screening, and
pre-employment physical.
• Current CPR and First Aid certification.
• Valid California Driver's License with proof of insurance.
• Compliance with immunization and communicable disease requirements.
 
General Compliance
• Maintain strict confidentiality of participant, employee, and organizational information.
• Comply with HIPAA, OSHA, and all applicable federal and state regulations.
• Complete all mandatory compliance and workplace training.
