General Summary

The P&R Building Maintenance Technician performs responsible work participating in and overseeing physical building repairs, installations, and preventive maintenance at public recreational facilities which include but is not limited to City Park and Downtown Mall. Work is performed under the limited supervision of a P&R Building & Projects Manager.

The preferred hiring amount for this position is between $27.35 - $33.61 an hour ($56,888.00 - $69,908.80 annually), in accordance with the Labor & Trades Collective Bargaining Agreement.

This full-time, non-exempt position offers a comprehensive benefits package, including 13 paid holidays plus one floating holiday, vacation and sick leave, health insurance with employer contribution, employer-paid life insurance, gym membership reimbursement, tuition assistance, and professional development opportunities. This position is also eligible for the following retirement benefits:

  • Choice of retirement plan:

  • Defined Benefit Pension Plan: Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary.

  • Defined Contribution 401a Plan: Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required.

  • Voluntary 457 Deferred Compensation Plan

  • Eligibility to purchase prior service credit under the Defined Benefit Plan

Essential Responsibilities and Duties

To perform this job successfully, an individual must be able to perform each essential duty satisfactorily.   • Oversees and participates in physical building repairs, installations, and preventive maintenance at public recreation facilities.
  • Determines scope of work for projects and communicates course of action to management.
  • Responds to routine and emergencies involving buildings, structures, and systems.
  • Troubleshoots, diagnoses, repairs, estimates, and identified problems for any repairs and maintenance.
  • Performs preventative maintenance of equipment, including but not limited to changing filters, air purifier bulbs, fan belts, greasing motors/bearings, cleaning parts, and/or calibrating devices and sensors.
  • Installs new and inspects existing equipment and systems for heating, air conditioning, ventilation, exhaust, kitchen, building automation and/or electrical equipment.
  • Assists with Requests for Quotes (RFQ), Invitation for Bids (IFB) and other improvement projects by making recommendations on scope of work, design specifications, cost, scheduling, etc.
  • Ensures compliance and adherence with city and state codes, and with safety regulations.
  • Ensures appropriate tools, materials, and equipment are available and used safely, properly, and responsibly; monitors conditions to determine, evaluate, and mitigate risks, and maximize efficacy.
  • Responsible for, assembles, tracks, and maintains an inventory of tools, equipment, and chemicals necessary to perform all tasks including the storage, application, disposal, documentation and recordkeeping.
  • Compiles and retains operational and safety records that comply with federal, state and City regulatory and safety standards. Keeps and maintains other specialized work records and prepares related reports.
  • Operates city vehicle in the performs of duties, which may include heavy equipment; operates and maintains equipment, hand tools, and power tools engaged in routine and more difficult maintenance and construction projects. Ensures proper care in the use and upkeep of equipment assigned.
  • Maintains a clean and safe work area.
  • Responds to applicable work orders, complaints, or requests from the public and staff; interacts effectively and professionally. Assesses issues and concerns as they arise; provides recommendations to manager as needed.
  • May perform snow or debris removal, or other related tasks as necessary.
  • May be required to work weekends, nights, holidays or to be called back to work in weather or non-weather emergencies or as needed to provide necessary services to the public.
  • Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time.
  • Regular and reliable attendance.

Education, Experience and Skills

Education and Experience: Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education.

  • Trade school or technical training in HVAC, Electrical, and/or Plumbing AND at least 3 years of experience in facility maintenance and project management including electrical, carpentry, mechanical, and plumbing.

OR

  • High School diploma or GED AND at least 5 years of experience in facility maintenance and project management including electrical, carpentry, mechanical, and plumbing.

OR

  • At least 7 years of experience in facility maintenance and project management including electrical, carpentry, mechanical, and plumbing.

OR

  • An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above.

Preferred:

  • Possession of a Journeyman's card in one of the following trades: Electrical, Plumbing, or HVAC.

Certifications/Licenses/Other Requirements:

  • Expert skills in two of the following trades: Carpentry, Painting/Drywall, Masonry/Concrete.
  • Must obtain and maintain a Virginia driver's license and acceptable driving record according to city criteria.
  • Required to successfully pass a pre-employment background check, physical, and drug screen.
