This position is located in the Production Support Services Section. Req. 219861 The OTS Statewide Printing Consultant develops and manages printing and mailing services for statewide agencies and customers. This role involves creating and processing work orders, as well as coordinating billing requests for mail services, ensuring all activities comply with applicable federal and state laws and regulations. The Office of Technology Services aims to be a responsible partner in delivering innovative, effective, and reliable solutions that support and enhance the IT functions within Executive Branch Departments. The Office of Technology Services will work to increase the return on the State's investment in technology by promoting smart decision-making, solving problems intelligently, increasing the rate of project success, and fostering a skilled and professional staff. The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following: Overseeing the state's capital construction program Working to provide state and federal grants for community development Development of the state budget Providing technology services Giving agencies guidance in the state purchasing and contracting process as they seek goods and services Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes Minimum Qualifications No experience or training is required. Job Duties and Other Information Job Duties: Liaises with customers to receive, review, standardize, record, and execute requests statewide for advanced printing and mailing services. Provides subject matter expertise to customers, agencies, and other stakeholders in response to requests statewide for complex printing, mailing, and related consumer communications services, including by consulting with respect to specifications for standardized print requests. Creates work orders using an electronic system to initiate processing and to facilitate billing of requests for print and mail services by applying specialized knowledge of relevant consumer communications technologies, state and agency data entry and recordkeeping policies, and applicable federal and state laws and regulations. Prepares and provides to and liaises with customers regarding estimates and binding quotations for advanced requests for print and mail services. Provides instruction to lower-level printing consultants on using an electronic job ticketing and recording system. In accordance with established agency procedures, directs the procurement of requests for print or mail services either to the OTS centralized print and mail facility, or to a third-party contractor. Works to ensure the most cost-effective production methods are employed for all requests for print and mail services. Leads a team of lower-level printing consultants by providing continual training and guidance in the areas of state and agency print and mail standards, conventions, norms, policies, and procedures. As a team lead, provides informal training on print and mail production and data systems. As a team lead, provides formal training on agency information systems. As a team lead, reviews estimates and binding quotations for requests for print and mail services prepared by lower-level printing consultants and provides remedial guidance.
