The United States Space Force (USSF) Combat Forces Command (CFC) Proponency and Plans Directorate (S357) Space Control Division (S35Z) at Peterson Space Force Base, Colorado is searching for an Orbital Warfare Program Analyst (NH-0343-03, GS 12/13 equivalent).
Description:

Ideal Candidate:
Ideal candidate will be a motivated, self-starter with the ability to comprehend a wide range of policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to space control program management. Analyzes, develops, and evaluates comprehensive long-range plans, goals, and objectives for Space Control with an emphasis on Orbital Warfare (OW). Responsibilities include mission operations; Planning, Programming, and Budgeting System (PPBS) activities; acquisition; special operations; contingency planning; and long-range strategies for the bed-down of emerging space capabilities and training.
Evaluates program operations, organizational effectiveness, efficiency, and productivity. Resolves day-to-day funding and programming issues related to execution of the current fiscal year budget and development of the Future Years Defense Program (FYDP).
Advises senior leadership on all phases of planning, development, implementation, direction, and assessment of OW operational strategies, policies, and programs. Serves as the authoritative expert for establishing and managing OW integration philosophies, visions, goals, objectives, and evaluation measures.
Applies extensive knowledge of Combatant Commands (CCMDs), the USSF, HQ CFC organizations, and OW operational capabilities to analyze, strategize, and assess impacts on current and future operations. Establishes and maintains effective working relationships with HQ CFC divisions, USSF, CCMDs, and other DoD and national organizations. Delivers presentations to senior leaders on program status, accomplishments, challenges, support requirements, and promotion of program objectives. Determines or recommends appropriate actions and interpretations of issues affecting the organization or command. Maintains strong relationships with Mission Deltas to ensure readiness of deployed and operationally accepted capabilities. Supports developmental and operational testing leading to operational acceptance.
Background/Experience:
Demonstrated knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies related to OW operations, including integration points, security strategies, and capabilities relevant to HQ CFC, USSF, and the Combatant Commands (CCMDs). Knowledge of USSF, CCMD, U.S. Government, DoW, Joint Chiefs of Staff, and Service-level OW policies and staff processes. Knowledge of the missions, roles, functions, organizational structures, and operations of DoW and USSF organizations to provide command-level staff guidance. Knowledge of planning, requirements, communications, logistics, intelligence, and security functions and how these elements integrate with the OW mission. Skill in evaluating OW mission integration proposals and addressing complex operational issues.
Key Skills and Abilities:
Knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to EW operations, integration points, security strategies and capabilities of interest to HQ CFC, USSF, and CCMDs.
Knowledge of USSF, CCMDs, DoW, JCS, and the Services EW policies and staff processes.
Knowledge of the mission, roles, functions, organizational structures, and operation of DoW and USSF organizations to provide command level staff guidance.
Knowledge of planning, requirements, communication, logistics, intelligence, and security elements and functions and how they integrate with the EW mission.
