An experienced
Product Owner/Manager to provide product leadership, functional ownership, and delivery oversight for Oracle Human Capital Management (HCM) Cloud applications. This role requires a
strong functional background in Oracle HCM and the ability to represent business needs across HR, Payroll, and Benefits while partnering with technical delivery teams.
1. Scope of WorkProduct Ownership & Strategy- Serve as the functional owner for assigned Oracle HCM Cloud modules, including Core HR, Compensation, Payroll, Benefits, and Talent Management.
- Define and communicate product vision, priorities, and roadmap aligned with institutional HR objectives.
- Act as the primary liaison between HR stakeholders, IT teams, vendors, and leadership.
- Evaluate Oracle quarterly updates, new features, and enhancements; recommend adoption based on business value and risk.
Backlog & Requirements Management- Elicit, refine, and prioritize business requirements for Oracle HCM enhancements and fixes.
- Translate business needs into clear user stories, acceptance criteria, and backlog items.
- Maintain and prioritize the product backlog to ensure delivery of the highest value features.
- Ensure alignment between delivered functionality and approved business requirements.
Delivery, Testing & Release Readiness- Collaborate with QA and delivery teams to support functional, regression, and user acceptance testing (UAT).
- Review and validate completed work to ensure it meets acceptance criteria and Oracle HCM best practices.
- Support release readiness activities for Oracle quarterly updates, patches, and major releases.
- Communicate risks, dependencies, and release impacts to stakeholders.
Stakeholder Engagement & Governance- Facilitate stakeholder discussions to resolve priority conflicts, scope decisions, and functional tradeoffs.
- Provide regular status updates and product insights to leadership.
- Ensure product decisions align with HR policies, compliance requirements, and institutional standards.

- Release readiness and impact assessments

3. Required Qualifications (Mandatory)- Hands?on experience as a Product Owner supporting Oracle HCM Cloud.
- Strong functional knowledge of HR, Payroll, and Benefits business processes.
- Experience evaluating and implementing Oracle HCM quarterly updates.
- Proven ability to manage product backlogs, user stories, and acceptance criteria.
- Experience working with Agile or hybrid delivery teams.
- Strong stakeholder communication, facilitation, and decision making skills.
Oracle HCM experience is required. Candidates without direct Oracle HCM Cloud functional experience will not be considered.
4. Engagement Details- Engagement Type: Staff Augmentation / Professional Services
- Duration: 4 Quarters (May 2026 April 2027).
- Work Location: Remote or Hybrid (per USF policy)
5. Acceptance Criteria
Services will be accepted when product artifacts, backlog items, and release decisions are complete, accurate, and aligned with Oracle HCM business needs and stakeholder expectations.
