    Description

    The Oracle Fusion Cloud Procurement Functional Consultant is the bridge between agency procurement and finance stakeholders and the Oracle Cloud implementation team. This person documents how purchasing works today, designs how it will work in Oracle Fusion Cloud Procurement, and carries those design decisions through configuration, testing, and go-live. The role is client-facing and requires the judgment and presence to run a room of state procurement subject-matter experts.

    Key Responsibilities

    • Facilitate current-state discovery workshops with agency procurement officers, contract administrators, finance staff, and requisitioners.
    • Develop current-state and future-state process maps for the full procure-to-pay lifecycle: requisition, sourcing, award, purchase order, receipt, invoice match, and payment.
    • Elicit, document, and obtain formal sign-off on functional business requirements, user stories, and acceptance criteria.
    • Perform fit/gap analysis against delivered Oracle Fusion Cloud Procurement functionality; drive configuration over customization wherever standard product can meet the requirement.
    • Configure assigned Oracle Fusion Cloud Procurement modules in Functional Setup Manager, including approval rules in BPM, procurement business unit setup, document styles, and supplier data model.
    • Design and configure requisition and purchase order approval hierarchies reflecting the client's delegation-of-authority and statutory dollar thresholds.
    • Author functional design documents and configuration workbooks; write functional specifications for extensions, integrations, conversions, and reports.
    • Support Conference Room Pilot cycles, build and execute test scripts, and drive SIT, UAT, and defect triage to resolution.
    • Support supplier data conversion, supplier onboarding, and catalog/item master setup.
    • Contribute to organizational change management: end-user procedures, job aids, training content, and go-live readiness.
    • Provide post-go-live hypercare and knowledge transfer to agency staff.

    Required Qualifications

    • Experience: Minimum 5 years of ERP functional consulting, including at least 2 full-lifecycle Oracle Fusion Cloud implementations carried from requirements through go-live.
    • Procurement module depth (must-have): Demonstrated hands-on functional configuration across the Oracle Fusion Cloud Procurement pillar. Candidates must be able to speak specifically to their configuration work in several of the following: Self-Service Procurement, Purchasing, Supplier Model and Supplier Portal, Sourcing, Supplier Qualification Management, and Procurement Contracts.
    • Procure-to-pay integration: Working understanding of how Procurement integrates with Accounts Payable and General Ledger — three-way match, accrual and receipt accounting, and budgetary control / encumbrance behavior.
    • Approvals configuration: Practical experience building and troubleshooting approval workflows in Oracle BPM / Approvals Management for requisitions and purchase orders.
    • Process mapping: Proven ability to produce professional-grade current-state and future-state process documentation (BPMN, Visio, or Lucidchart) and to run requirements workshops independently.
    • Requirements discipline: Experience authoring business requirements documents, functional design documents, and requirements traceability matrices that survive client design review.
    • Testing: Hands-on experience writing and executing test scripts and supporting UAT with business users.
    • Consulting presence: Background at a consulting firm, systems integrator, or Oracle implementation partner. Must present credibly to agency leadership.
    • Communication: Excellent written English. Deliverables go directly to the prime consultant and to the state client.
    • Location and travel: Must be able to work onsite in Oklahoma on a regular basis. Candidates already in the Oklahoma City or Tulsa metro areas are strongly preferred; non-local candidates must be willing to travel on a recurring basis.
    • Authorization: Must be authorized to work in the United States without sponsorship and must pass a state background check.

    Preferred Qualifications

    • Certification: Oracle Fusion Cloud Procurement Certified Implementation Professional (current or recent release track).
    • Public sector: Oracle Cloud Procurement implementation for a U.S. state, county, municipality, public university, or authority.
    • Redwood experience: Familiarity with the Redwood user experience in Procurement and with Oracle's retirement of the classic flows — specifically Responsive Self-Service Procurement, Responsive Self-Service Receiving, and Next Generation Supplier Registration. Candidates who have planned or executed a Redwood adoption in Procurement should say so explicitly.
    • Legacy migration: Experience migrating procurement off PeopleSoft. Oklahoma's statewide systems have historically run on PeopleSoft, so this background is directly relevant.
    • Domain knowledge: Public procurement practice — solicitation and bid workflows, statewide term contracts and catalogs, cooperative purchasing, purchase card programs, sole-source justification, and protest handling.
    • Reporting and integration: OTBI and BI Publisher for procurement analytics; FBDI, REST/SOAP APIs, and Oracle Integration Cloud for supplier and catalog integrations.
    • Additional: Change management or end-user training experience on an ERP program; PMP, CBAP, or equivalent certification.
