Oracle Cloud Budget to Report (B2R) Consultant

At i360technologies, we deliver business consulting and technology solutions that support the mission of federal agencies. A major federal agency is consolidating its core financial management systems into a single, multi-tenant Oracle Fusion Cloud ERP solution as part of the government-wide push to standardize federal financial management. The program will migrate multiple agency components and customer agencies onto the new platform, with a stated goal of making maximum use of automation and artificial intelligence to reduce manual workload, speed reconciliation and improve data quality.

i360technologies supports this program as a subcontractor to a large federal systems integrator. We are seeking an experienced Oracle Federal Financials B2R SME who will lead B2R functional design and configuration in Oracle Fusion Cloud Financials, from budgetary control and funds management to period close and federal reporting, and help migrate agency components and customer agencies from legacy systems, including Oracle EBS Federal Financials. This role is built for a seasoned, client-facing professional with deep federal accounting knowledge who wants to grow with a program for years.

Location: Washington, DC Metro, on-site at client facilities; occasional travel to other client locations.

What You Will Do

• Lead B2R functional design in Oracle Fusion Cloud Financials, including Budgetary Control, General Ledger, and US Federal Financials features.
• Configure the funds control structure, budget levels, and control budgets to support budget execution under OMB Circular A-11.
• Configure Treasury Account Symbols (TAS), Business Event Type Codes (BETC), and USSGL-compliant accounting.
• Support Fund Balance with Treasury (FBwT) reconciliation and Treasury reporting.
• Support month, quarter, and fiscal year-end close, including period 13 and GTAS reporting.
• Support intragovernmental transactions, including IPAC and G-Invoicing.
• Define GL and budget conversion requirements and mapping from legacy systems, including Oracle EBS Federal Financials.
• Develop interface functional designs, including inbound budget interfaces.
• Design and execute end-to-end integration testing.
• Support deployment of B2R functionality to additional agency components and customer agencies.
• Use AI tools to accelerate analysis, documentation, and testing, and mentor junior team members in doing the same.

Required Qualifications

• 5 years of Oracle Federal Financials experience (EBS or Fusion Cloud), with at least one B2R implementation.
• In-depth knowledge of federal budget execution, funds control, and USSGL accounting.
• Hands-on experience with Oracle Fusion Budgetary Control or Oracle EBS Federal Administrator.
• Knowledge of Treasury reporting, including GTAS and FBwT reconciliation.
• Experience with period close, interface functional design, and end-to-end integration testing.
• Experience with GL conversion mapping and federal reporting.
• Superior oral and written communication, presentation, and client relationship skills.
• Ability to work independently with minimal supervision.
• Demonstrated use of AI tools to accelerate analysis, documentation, testing, or problem solving.

Preferred Experience

• Hands-on Oracle Fusion Cloud Financials implementation experience.
• Experience migrating from Oracle EBS Federal Financials to Oracle Fusion Cloud.
• Shared services or multi-agency deployment experience.
• Knowledge of G-Invoicing, IPAC, or FIBF standards.

• S. Citizenship or Lawful Permanent Residency with a minimum of three (3) years of U.S. residency
• Successful completion of a Moderate Risk background investigation and FBI fingerprinting
• Eligibility to obtain and maintain an HSPD-12 Personal Identity Verification (PIV) credential
• Execution of a Non-Disclosure Agreement (NDA)
• Compliance with agency Security Rules of Behavior
• Completion of required cybersecurity and privacy awareness training
• Work must be performed within the United States (remote access from foreign locations is not permitted)
