POSITION DESCRIPTION:

Serves as the budget office or human resources project liaison for the agency's transition from Florida Accounting Information Resource (FLAIR) to Planning Accounting and Ledger Management (PALM) system. Serves as the office subject matter expert, identifies challenges, recommends solutions, and supports cross-team collaboration.

This includes but is not limited to on-going data cleansing, User Acceptance Testing (UAT), create and manage payroll communication plan, and statewide training of all liaisons on the new MFMP-AOD/PALM changes.

KNOWLEDGE, SKILLS AND ABILITIES:

• Comprehensive knowledge of modern principles and practices of governmental procurement and supply-chain management.
• Comprehensive knowledge of business practices related to state budgeting and personnel transactions.
• Knowledge of Department of Financial Services & Department of Management (DMS) Rules, Bureau of State Payroll Manual, and Florida Statutes.
• Comprehensive knowledge of laws, policies and procedures governing public procurement. Considerable knowledge of techniques of organizing and motivating individuals and groups. Considerable knowledge of administrative problem solving and the implementation of effective solutions.
• Ability to develop effective and cooperative working relationships with key internal and external stakeholders.
• Ability to provide strong leadership and direction, clearly defining objectives and motivating employees to accomplish department responsibilities.
• Ability to coordinate, manage, problem solve, strategize, schedule, analyze, and plan. Ability to use appropriate judgment and initiative in making recommendations and resolving problems that are highly complex and sensitive in nature.
• Ability to effectively communicate orally and in writing, including the ability to convey complex and technical subjects in a clear, concise and positive manner.
• Ability to successfully deal with all persons in a fair and equitable manner.
• Possess complete integrity and a high sense of personal and professional ethics.

PREFERRED QUALIFICATIONS:

Master's degree (or equivalent) from an accredited college or university in Business or Public Administration, Business.
