DSWA is seeking to fill a full time Operations Skilled Laborer position for the Jones Crossroads Landfill located in Georgetown, DE. This vacancy is open to both internal and external candidates. PURPOSE:The purpose of this position is to perform various skilled laborer duties to support operations at the Southern Solid Waste Landfill.

This is a safety sensitive position and requires drug testing as a condition of employment.

JOB DUTIES

ESSENTIAL TASKS:

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Maintains leachate system including pulling pumps to clean for routine maintenance and loading trucks for shipment.
  • Maintains landfill grounds by picking up paper and other debris, mowing grass, seeding new areas, driving water truck for dust control, snow removal, bush hog, riding mower, weed eaters, water truck, sweeper broom, Kubota with magnet attachment, loader, skid steer and road grader.
  • Performs landfill spotter duties which involves directing traffic to appropriate locations, enforcing traffic limits at each work area, performing waste screening, verify and receiving dirt tickets, stone tickets, other receipt or delivery tickets, communicates with the scale house and equipment operators.
  • Performs maintenance/repairs of the facility and infrastructure using various equipment.
  • Operates all heavy equipment to support operations as required including but not limited to landfill compactors, bulldozers, motor graders, hydraulic excavators, backhoes, loaders, material handlers, mini excavators, roll-off truck and grinder.
  • Fuses pipe
  • Completes inspection reports.
  • Performs traffic control.
  • Conducts waste screening.

ADDITIONAL DUTIES:

  • Assists Landfill Heavy Equipment Mechanic in repairing equipment.
  • Directs traffic as needed to maintain a safe, effective traffic flow in and around the landfill.
  • Empties roll-off containers.
  • Cleans buildings.
  • Performs other duties as assigned.

QUALIFICATIONS, EDUCATION, EXPERIENCE, AND SKILLS:

A high school diploma or equivalent is preferred. Must possess a valid drivers’ license. No experience required. A Commercial Driver’s License (CDL) class “B” Preferred. Must possess First Aid and CPR certification (Certification training provided by DSWA).

Demonstrate knowledge and experience with tools, equipment and machinery applicable to this position. Demonstrate knowledge of the hazards and safety precautions associated with this position. Knowledge of safe operation of basic hand and power tools. Knowledge of workplace safety and safe lifting and handling procedures. Ability to operate required equipment in a safe and responsible manner. Ability to follow oral and written instructions. Ability to interact with the public and staff in a courteous and tactful manner.

Physical Requirements: This position requires standing, walking, sitting, gripping with hands, reaching with hands and arms, stooping, kneeling, crouching, or crawling, talking or hearing. This position requires lifting up to 50 pounds. The position requires: Close vision (clear vision at 20 inches or less). Distance vision (clear vision at 20 feet or more). Color vision (ability to identify and distinguish colors). Peripheral vision (ability to observe an area that can be seen up or down or to the left and right when vision is fixed on a given point). Depth perception (three-dimensional vision, ability to judge distances and spatial relationships). Ability to adjust focus (ability to adjust the eye to bring an object into sharp focus).
