Description

Position Summary: The Operations Portfolio Manager (OPM) is responsible for the overall success of an assigned business segment by driving profitable growth, ensuring operational excellence, and developing a high-performing workforce. This role serves as the single point of accountability for segment performance, partnering closely with Business Development, Flight Operations, Maintenance, Finance, Human Resources, and customers to achieve strategic objectives. The OPM is responsible for achieving segment SMART goals related to cost margin management, bookings growth, and staffing retention and progression while ensuring safe, compliant, and efficient execution of all operational commitments.

Key Responsibilities:Business Growth & Strategic Development

Partners with Business Development to identify, pursue, and secure new business opportunitiesSupports proposal development, customer engagement strategies, and contract negotiationsDevelops and executes segment growth plans aligned with company strategic objectivesMaintains awareness of market trends, customer requirements, and competitive factorsEstablishes and maintains key customer relationships to drive long-term business growth

Financial Ownership & Cost Margin Performance

Owns segment financial performance and accountabilityDevelops annual operating budgets, forecasts, and capital investment recommendationsMonitors revenue, direct costs, margins, utilization, and profitability metricsIdentifies opportunities to improve cost margin through operational efficiencies, resource optimization, and cost controlReviews monthly financial performance and implement corrective actions as necessary

Operational Execution

Ensures successful execution of all contractual obligations and customer commitmentsMaintains accountability for aircraft availability, mission readiness, equipment utilization, and operational performanceLeads cross-functional coordination among Flight Operations, Maintenance, Scheduling, and Support ServicesEstablishes operational priorities and ensure resources are aligned to customer requirements

Resource Management

Maintains effective utilization of aircraft, personnel, and equipment assetsOptimizes resource allocation to maximize customer service and financial performancePartners with Maintenance and Operations leadership to improve aircraft availability and reliabilityDevelops recommendations for fleet utilization and capital investment planning

Workforce Development & Talent Management

Owns workforce progression planning and succession development for assigned segment personnelPartners with HR to recruit, develop, and retain top talentConducts regular performance reviews and career development discussionsEstablishes development plans and training opportunities that support both employee growth and business needsFosters a culture of accountability, engagement, and continuous improvement

Customer Relationship Management

Serves as primary operational point of contact for assigned customersConducts recurring business reviews with customersMonitors customer satisfaction and proactively address concernsIdentifies opportunities to expand services and strengthen customer partnerships

Compliance, Safety & Risk Management

Ensures all operations comply with regulatory requirements, contractual obligations, and company policiesPartners with Safety and Quality departments to identify and mitigate operational risksSupports audits, inspections, and corrective action initiativesPromotes a culture of safety, compliance, and operational discipline

Continuous Improvement

Utilizes operational and financial data to identify trends and improvement opportunitiesImplements corrective actions and monitor resultsDrives standardization and best practice across the segmentOther duties as assigned

Required Qualifications

Bachelor's degree in aviation, Business, Operations Management, or related field (or equivalent

experience)

5+ years of operational leadership experienceDemonstrated financial management and budgeting experienceProven ability to lead cross-functional teams and manage customer relationshipsStrong business acumen with understanding of revenue generation, cost management, and profitabilityExcellent communication, leadership, and decision-making skillsAbility to translate strategic objectives into operational execution

Preferred Qualifications

Aviation operations, maintenance, or military aviation experienceExperience managing P&L or business unit financial performanceExperience with Pentagon ERP, Dayforce, and business intelligence toolsExperience supporting business development and contract growth activities

Working Conditions

Typically, 7am - 4pm with flexible hours based on operational needsProlonged periods of sitting at a desk and working on a computerAbility to view computer screens for extended periods, with close vision and the ability to adjust focusAbility to maintain focus and perform repetitive tasks with attention to detailRegularly works in office environment and around aircraft hangars

Pay Band: $80,000 - $160,000. Starting pay is determined by experience, qualifications, and internal equity, and typically falls between the minimum and midpoint of the pay range.
