OVERVIEW & PURPOSE:
Under general supervision, performs management duties in overseeing the day-to-day operations of the Countys Transportation Services and supervision of Transit Staff. Assumes first-line supervision of Transit Drivers, fleet asset management, and customer service. Responsible for employee performance, identifies safety issues, and addresses operational needs. Has direct involvement in hiring, developing, and disciplining drivers and operational staff. Work involves supervising the development of routes and schedules to ensure the most efficient use of time and resources. Responsible for overseeing preventive maintenance of vehicles and cost allocation and budgeting related to vehicles. Must exercise considerable independent judgment in the performance of duties. Must also exercise tact and courtesy in frequent contact with organizations, contractors, and the general public. Reports to the Transportation Director.
Examples of Duties
ESSENTIAL FUNCTIONS:
Participates in the selection of Drivers and supervises Drivers. Is responsible for training new employees; provides daily supervision, work assignments, performance coaching and evaluation, and disciplinary meetings as needed.
Investigate and resolve or recommend resolution of passenger complaints and employee concerns and issues.
Operates, trains, and ensures effective utilization of technology such as Ecolane Software, Remix transit planning software, Assetworks/Trapeze software, and other technology.
Supervises the scheduling of preventive maintenance of vehicles, lifts, and related equipment; coordinates maintenance and repair of passenger safety systems on transit vehicles and other equipment. Receives reports from drivers regarding possible mechanical problems.
Determines cost allocation and relationship to route efficiency, where applicable, including vehicle utilization charts to provide input for budgeting, and determines the most effective routes using knowledge of roads and travel time within the service area.
Supervises contacting other Organizations and Contractors to determine the times their clients will need transportation and schedules Transit Drivers and trips accordingly.
Provides necessary follow-up to ensure smooth day-to-day operations of the program and ensure adequate transportation as needed to meet users needs. Responsible for day-to-day operations of the transportation program, including making schedule changes or assigning or reassigning drivers as necessary to meet users needs.
Works with the Compliance Officer to ensure that operations personnel comply with the required FTA Drug and Alcohol Testing Program.
Demonstrate regular and consistent attendance and punctuality.
Work extended hours, including weekends, holidays, and adverse weather days if needed.

KNOWLEDGE, SKILLS, & ABILITIES:
Deep understanding of fixed route, paratransit, on-demand, and micro transit services, including scheduling, dispatching, route optimization, and vehicle maintenance.
Familiarity with Local, State, and Federal regulations related to public transportation, including safety standards, ADA requirements, and labor laws.
Knowledge of traffic patterns, road conditions, and strategies to mitigate delays.
Proficiency in using transit scheduling software, GPS tracking systems, dispatch systems, and other relevant technology to monitor operations.
ESSENTIAL SKILLS:
Ability to motivate and manage a diverse workforce, including drivers, dispatchers, and maintenance personnel.
Capability to make quick, informed decisions under pressure, considering safety, efficiency, and customer satisfaction.
Identifying and resolving operational issues, including delays, disruptions, and emergencies.
Developing and implementing efficient schedules to optimize service delivery
Typical Qualifications
EDUCATION/EXPERIENCE "REQUIREMENTS":
Bachelors Degree in Business Administration, Public Administration, Transportation Management, or related field and (5) years of management experience or any equivalent combination of education and experience that provides the required skills, knowledge, and abilities.
Knowledge of regulatory requirements to ensure compliance with applicable Federal, State, and Local Laws for operating demand response and public transportation services (FTA, DOT, ADA, Drug & Alcohol, Title VI, and OIG requirements).
ADDITIONAL "REQUIREMENTS":
Must be bondable and able to relate to people of all ages and economic and ethnic backgrounds.
Applicant will be asked to complete a Physical Driving Test as a condition of employment.
Must have a telephone or be able to be reached.
Background checks are performed as a condition of employment and performed annually thereafter. DMV checks are performed as a condition of employment and annually thereafter.
DMV checks are performed as a condition of employment and annually thereafter. DMV driving record should comply with the ICATS's Motor Vehicle Record Check Policy.
Drivers must have no more than two (2) chargeable accidents or moving violations in the past three (3) years and must not have a Driver's License suspension or revocation within the past five (5) years.
Office of Inspector General Exclusions Database search will be performed monthly.
