Position Summary

Supervise, assign, review and participate in the operations and maintenance of either street, storm, parking, or traffic engineering systems; ensure work quality and adherence to established policies and procedures; perform the more technical and complex tasks relative to assigned area of responsibility.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

  • Plan, prioritize, assign, supervise, review and participate in the work of staff responsible for the operations and maintenance of street, storm, or traffic engineering systems.
  • Establish schedules and methods for providing operations and maintenance services; identify resource needs; review needs with appropriate management staff; allocate resources accordingly.
  • Participate in the development of policies and procedures; monitor work activities to ensure compliance with established policies and procedures; make recommendations for changes and improvements to existing standards and procedures.
  • Recommend and assist in the implementation of goals and objectives; implement approved policies and procedures.
  • Perform the more technical and complex tasks of the work unit including coordination of work between crews, ordering of supplies and performing safety inspections of the work site.
  • Schedule, assign and review operations and maintenance activities on street, storm or traffic control devices.
  • Prepare bid specifications for the purchase of needed equipment and supplies; obtain cost estimates from vendors; ensure compliance with applicable purchasing guidelines.
  • Review and analyze contract drawings and specifications; ensure the required instrumentation is included and compliance with applicable rules and regulations.
  • Design process computers to perform required functions; select different module types; review spec to ensure the correct modules are included.
  • Assist in contractor related projects for rehabilitation/design modifications of streets, storms, or traffic engineering systems; review designs and perform inspections of new facilities.
  • May respond to emergency situations; storm response, or initiate traffic system repairs.
  • Determine methods and materials needed for repair and installation of equipment and machinery including pumps and hoses; recommend future action for repairs of streets, storm drainage and traffic systems.
  • Inspect work in progress and work completed to assure that repairs, maintenance and project activities are in accordance with applicable requirements.
  • Participate in the selection of operations and maintenance staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Parking Operations and Maintenance

Associates degree from an accredited college or university in criminal justice, law enforcement, business administration, or public administration: and

Five (5) years of experience in any combination of the following areas:

Parking operations

Code enforcement

Public relations: and

To Include: One (1) year of supervisory or lead experience.

Operations and maintenance experience in Parking Enforcement and Operations preferred.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License, or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within 6 months from date of hire.

Twenty-four (24) hour on-call/stand-by on a rotating basis.

Working Conditions

Environmental:

Work around a variety of light to heavy equipment with exposure to petroleum products including fuels, oils and grease, noise, dust, smoke, fumes and gases; work in inclement weather including rain, snow, ice, wind and work in or with water.

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for heavy, moderate or light lifting, standing or walking for prolonged periods of time; operating motorized vehicles.
