The Division of Administration/Office of State Buildings has a vacancy. This job title has an assigned pay grade of WS-213.

The Office of State Buildings is responsible for the operations and maintenance of about 41 State buildings. This position will perform work at the South Central Plant, North Central Plant, and Capitol Complex areas on 12-hour rotating shifts and considered "essential personnel" for the Office of State Buildings, and responsible for reporting for duty at all scheduled times, including building/office closures. The position oversees shift operation and after hours emergency repairs. This position must coordinate with Building Managers, Department Heads, and Staff relative to the area of assignment.

The Central Plant serves as the primary source of chilled water to cool the following buildings in the Capitol Complex: State Capitol, Capitol Annex, First Circuit Court of Appeal, Information Services Building, Department of Insurance Building, LaSalle Building, LaSalle Garage, Galvez Building, Galvez Garage, Pentagon Barracks, State Library, OSB Service Center, Iberville Building, Bienville Building, Claiborne Building, Livingston Building, State Museum, Welcome Center, and monitor the following buildings Governor's Mansion, Old Governor's Mansion, Shaw Center, Shaw Plant, Champion Building.

The Division of Administration is the state government's management arm and the hub of its financial operations. Division offices perform a wide variety of activities including the following:

  • Overseeing the state's capital construction program
  • Working to provide state and federal grants for community development
  • Development of the state budget
  • Providing technology services
  • Giving agencies guidance in the state purchasing and contracting process as they seek goods and services
  • Administering a program that provides federal funds to help Louisiana residents recover from a series of devastating hurricanes

Minimum Qualifications

Three years of experience or training in the operation or maintenance of large stationary engines or mechanical equipment.

NECESSARY SPECIAL REQUIREMENT:

For those positions in which incumbents will be working with and handling refrigerants, possession of an appropriate EPA refrigerant recycling and recovery certification for technicians will be required (as required under Section 608 of the Clean Air Act, 1990).

Job Duties and Other Information

Job Duties:

  • Operate six (6) 1200 ton York centrifugal chillers utilizing R-134a refrigerant, monitoring their operation, logging, and adjusting set points for peak operating efficiency. Operate twelve (12) BAC cooling towers (two per chiller), monitor operation, adjusting set points, water levels, pump operations and chemical feed into and out of cooling towers. Operate six (6) Lakewood Instrument water treatment system conductivity controllers, operation and chemical feed into and out of cooling towers. Operation of three (3), 350-horse power primary chilled water pumps for chilled water supply to the entire South Capitol Complex Loop from the Central Plant. Operate three (3) 1200 ton Trane centrifugal utilizing R-123 refrigerant and chillers and one 1200 ton York centrifugal chiller utilizing R-134a refrigerant, monitoring, operating, logging, and adjusting set points to insure peak operating efficiency. Operate four (4) 1200-ton BAC cooling towers monitor operation, logging, adjusting set points, water levels, pump operations and chemical feed into and out of cooling towers. Operate four (4) Pulsatrol Series 200 microprocessors and one Lakewood Instrument water treatment system conductivity controller, twelve electronic metering pumps for inhibitor and biocide feed into the cooling towers. Operate three (3) 250-horse power primary chilled water pumps for chilled water supply to the North Capitol Complex Loop. Operate Dell process computer, adjust and installs set points to process operation. Operate JCI Metasys energy management system, adjusting set points, schedules, and trending equipment etc. to insure equipment peak operation efficiency.
  • Makes rounds to all buildings in the Capitol Complex to ensure proper operation of all heating, air conditioning, boilers (for both heating and portable usage), and fire protection systems, assisting building occupants within reason in responding to all fire alarms and help calls. Operates all support pumps, controls, air handling units and other auxiliary equipment of the air conditioning and heating systems at the Capitol Complex.
  • Performs work orders assigned, performs Plant and Building surveys to determine routine maintenance requirements. Make adjustments and minor repairs to all mechanical equipment when necessary. Assist electrical, mechanical and operations staffing when necessary to complete task.
  • Maintains an operations log with details on operating conditions and notes on all malfunctions. Transfer written log to office computer.
