Position Summary

Coordinate, plan, supervise, and participate in the maintenance activities, construction projects and operations of the Open Space Division of the Parks and Recreation Department. Oversee restoration, construction, continued maintenance and projects of Open Space properties; coordinate open space activities with other divisions and outside agencies; ensure work quality and provide highly responsible and complex staff assistance to higher level management staff.

Essential and Supplemental Functions

ESSENTIAL FUNCTIONS: Essential functions may include but are not limited to the functions listed below. Must be able to perform the essential functions of the job with or without a reasonable accommodation.

• Coordinate, plan, supervise, and participate in the maintenance activities, construction projects and operations of the Open Space Division of the Parks and Recreation Department. Oversee restoration, construction, continued maintenance and projects of Open Space properties.
• Plan, coordinate, assign, review and evaluate the work activities, products, methods and procedures of staff and consultants responsible for performing a wide variety of multiple professional and technical restoration and new development of capital projects; ensure adherence to safe work practices and procedures.
• Oversee the open space restoration activities including preparation and selection of areas to be treated; evaluate and assess forest health; identify potential fuel mitigation projects and hazard tree mitigation; provide arboriculture and forestry consultation; identify resource needs; review with appropriate management staff; implement improvements.
• Serve as a liaison on a variety of boards, commissions and committees; prepare and present staff reports, presentations and other necessary correspondence. Participate in the coordination of a broad range of federal, state, and local agencies over management and regulation issues.
• Represent the Open Space Division to other divisions, departments, elected officials, outside agencies and the public; coordinate assigned activities with those of other divisions, departments and outside agencies and organizations.
• Participate in the development and administration of the divisions annual budget; participate in the forecast of funds needed for staffing, equipment, materials and supplies; monitor and approve expenditures; recommend adjustments as necessary.
• Manage the progress of daily operations, approved restoration and maintenance projects; ensure the adherence to work orders and established time schedules.
• Participate in the development and implementation of goals, objectives, policies, and priorities; recommend and implement resulting policies and procedures.
• Prepare Open Space proposals and bid documents; review and evaluate bids and proposals and oversee contract implementation.
• Prepare cost estimates for restoration of assigned division, requisition materials and supplies needed for repairs and maintenance; determine program cost and prepare program budget relative to assigned area of responsibility.
• Participate in the selection and evaluation of Open Space personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.
• Coordinate and participate in parks long term forestry planting plan and/or open space land health assessment projects.
• Explain, justify and defend division programs, policies and activities; negotiate and resolve sensitive and controversial issues.

SUPPLEMENTAL FUNCTIONS:

• Attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of open space facility maintenance.
• May develop informational exhibits, tours, displays, and related training.
• Promote and coordinate assigned open space activities; prepare press releases and local media interviews; assist with planning and participating in special events.
• Perform related duties and responsibilities as required.

Minimum Education, Experience And Additional Requirements

Education and experience directly related to the minimum requirements below may be interchangeable on a year for year basis.

Bachelors degree from an accredited college or university with major course work in biology, geology, or forestry range management; and

Four (4) years park or land management; and

To include two (2) years supervisory experience.

ADDITIONAL REQUIREMENTS:

Possession of a valid New Mexico Drivers License or the ability to obtain by date of hire.

Possession of a City Operators Permit (COP) within six (6) months from date of hire.

Possession of a New Mexico Public Pesticide Applicator License 3A and 3B within six (6) months from date of hire.

Possession of an Arborist Certification within six (6) months from date of hire.

Working Conditions

Environmental:

Field environment and office setting; travel from site to site; exposure to inclement weather conditions; outdoor forested and rangeland areas; exposure to noise, dust, heavy equipment and chemicals

Physical:

Essential and supplemental functions may require maintaining physical condition necessary for sitting, walking or standing for prolonged periods of time; moderate to heavy lifting, etc.
