Nature of Work

This role provides comprehensive clinical, administrative, and direct supervision to regional managers and staff involved in Ryan White Part B and HIV case management services. Primary leadership duties include overseeing recruitment, onboarding, scheduling, disciplinary actions, supervisory field visits, and annual competency evaluations. The role ensures all medical case management activities strictly align with HRSA Policy Clearance Notices (PCNs), state guidelines, and Ryan White program expectations. Leads the implementation of Clinical Quality Management (CQM) initiatives, maintains audit readiness, and enforces data accuracy within the CAREWare system. It serves as a subject matter expert in clinical case management while focusing on improving key health outcomes such as viral suppression, care retention, and client re-engagement for People living with HIV in West Virginia. This involves analyzing regional utilization trends, identifying care barriers, building external community partnerships, and collaborating directly with clinical providers and pharmacists. To maintain high standards of practice, the position actively participates in statewide projects and pursues ongoing professional development regarding HIV treatment guidelines and regulatory changes.

Minimum Qualifications

Training: Successful completion of an associate degree in nursing from an accredited college or university or a diploma nursing program and seven years of full-time or equivalent part-time paid experience as a registered professional nurse, including three years in an administrative capacity or in supervising other registered professional nurses.

OR

Baccalaureate degree in nursing from an accredited four year college or university and four years of full-time or equivalent part-time paid experience as a registered professional nurse, including two years in an administrative capacity or in supervising other registered professional nurses.

OR

Masters degree in nursing or nursing administration or in public health or public health administration from an accredited four-year college or university and three years of full-time or equivalent part-time paid experience as a registered professional nurse, including one year in an administrative capacity or in supervising other registered professional nurses.

OR

Baccalaureate degree in the health sciences or behavioral sciences from an accredited four-year college or university and five years of full-time or equivalent part-time paid experience as a registered professional nurse, including one year in an administrative capacity or in supervising other registered professional nurses.

Special Requirement: Current West Virginia license or temporary permit to practice as a registered professional nurse.
