Non-Physician Mental Health Education Liason

General Summary 

Serves as a resource person in identifying and creating opportunities to collaborate between the Local Mental Health Authorities, Education Service Center, Local Education Agencies and other partners to increase ESC and school personnel knowledge and skills in addressing children’s mental health and co-occurring mental health and substance use disorders. Organizes and instructs Mental Health First Aid trainings as well as trainings regarding the impact of grief and trauma and substance use and special considerations in supporting children with Intellectual or Developmental Disabilities. Position will office out of the Education Service Center.

Essential Duties & Responsibilities

•  Complete a needs assessment related to mental health and substance use and misuse for children, adolescents and families in the targeted ESC area by working closely with: Texas Health and Human Services Commission- Children's Mental Health Unit Program Specialist; The LMHAs/LBHAs in the ESC region; The ESC staff; Local Education Agencies (includes districts and charters) and; Other community stakeholders. 
•  Research resource information online and through networking.
•  liaison and collaborate between systems including: LMHA/LBHA, Local Education Agencies, Community Agencies, State Agencies.
•  Design, implement, and coordinate a calendar of events.
•   Organizes and instructs Mental Health First Aid trainings as well as trainings regarding the impact of grief and trauma and substance use and special considerations in supporting children with intellectual or Developmental Disabilities.
•  Complete and submit monthly reporting template to LMHA/LBHA supervisor.
•  Performs other related duties as required.

Education and Experience 

•  Graduated from an accredited college or university with a master’s degree or higher in Psychology, Social Work, Counseling or related field.
•  Five (5) years’ experience working with relevant population. 

Licenses or Certifications 

•  State of Texas as one of the following: Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), Licensed Marriage and Family Therapist (LMFT,) or Licensed Psychologist   

Other Requirements 

•  Must be able to pass a fingerprint-based background check
•  Must maintain a valid driver’s license and automobile insurance coverage, be able to travel as needed, and be able to meet on a consistent basis the driving record requirements of the Company’s auto insurance carrier if you drive your vehicle during company business
•  Must maintain required credentials and mandatory training requirements to ensure compliance with all State regulations and CHCS policies.
•  Function within the policies and administrative procedures of ESC-20
•  Dress and groom appropriately for the ESC-20 work setting
•  Travel independently to fulfill the responsibilities of the position. 

Preferred Qualifications 

•  Bilingual (English/Spanish)
•  Three (3) years experience as QMHP-CS or working in a school setting.
•  Three (3) years experience working with system and policies within Local Education Agencies   

Supervision 

•  Does not supervise others.

• • Must be able to meet the physical requirements to complete SAMA and CPR training including lifting up to 12 lbs. and supporting up to 55 lbs.; bending, stooping and getting on and off the floor without assistance.

• •  Must have adequate mobility that requires frequent walking, standing, bending, stooping, kneeling, reaching (vertical and horizontal), using fingers, hands, feet, legs and torso in various care.

Compensation Package 

Salary Range $65,723.00 - $98,585.00 Per Year
