    The Department of Economic Security, Division of Developmental Disabilities (DDD), is seeking an experienced and highly motivated individual to join our team as an Program Project Specialist 2. DDD provides individuals with developmental disabilities, and their families, services and supports that are flexible, high quality, and member driven. These services provide individuals with opportunities to exercise their rights and responsibilities of independent decision-making and engagement in the community.

    Applicants for this position cannot be licensed or certified by the DDD Office of Licensing Certification and Regulation, cannot have a principal interest in or have a spouse or close family with principal interest in a DDD Qualified Vendor Agreement, and cannot be employed or subcontracted by a DDD Qualified Vendor.

    This position may offer the ability to work remotely, within Arizona, based upon the department's business needs and continual meeting of expected performance measures.

    Job Duties:

    Essential Duties and Responsibilities include but are not limited to:
    •Oversight of all operations and policies as related to the Division's issuance of NOA letters.
    •Designs and develops program processes used by Division staff related to NOA.
    •Designs and develops procedures to research, monitor, and review all NOA to ensure compliance with all requirements.
    •Gathers data and creates, maintains, and monitors reports to demonstrate compliance with the NOA processes and procedures.
    •Designs, develops, curriculum for statewide Support Coordination employees as related to the state rules, regulations, and guidelines for the NOA •requirements.
    •Consults with Central Office and Division staff regarding the requirements of NOA.
    •Reports to Division management and AHCCCS staff, communicating all operations as they relate to the progress and compliance with NOA.

    Knowledge, Skills & Abilities (KSAs):

    Knowledge in:
    •Statistical sampling and analysis, Support Coordination ISP and assessment requirements for Division services.
    •Effective presentation skills and techniques.
    •Current best practices in the field of developmental disabilities.
    Skills In:
    •Interpersonal relations and diplomacy with Agency and Division management and staff, •AHCCCS, Attorney General's office, members and their families, and the public.
    •Analyzing, evaluating, and interpreting a wide variety of programmatic information and data.
    •Designing, developing, presenting, and training-in complex information to Division staff.
    •Problem solving and decision making Conducting research and analysis Compiling data and reports.
    •Organization, time management, multi-tasking, and prioritizing.
    •Effective oral and written communication skills to ensure the Division's compliance with •Notice of Action requirements.
    •Using Microsoft Office programs with an emphasis in Access databases and Excel spreadsheets.
    Ability To:
    •Interpret, and apply Federal and State laws, statutes, rules, and regulations. Learn, interpret, and apply Agency, Division, and AHCCCS policies and procedures.
    •Establish and maintain effective working relationships.
    •Plan, organize, and coordinate the execution of training with Division staff as requested.
    •Prioritize work and delegate as needed Analyze data and form sound decisions.
    •Speak in front of administration, peers, and all other Division staff.
    •Successfully manage multiple tasks, conflicting priorities, and deadlines.
    •Write Notices of Action letters that are clear, concise, member specific, and can be easily read and understood.
    •Work as a team player and contribute to problem solving, sharing ideas, improving processes or methods.
    •Accept constructive feedback on quality and quantity of work produced.
    •Maintain confidentiality and professionalism.
    •Apply program policies and procedures.
    •Understand and grasp complex processes.

    Pre-Employment Requirements:

    •All newly hired State employees are subject to and must successfully complete the Electronic Employment Eligibility Verification Program (E-Verify).
    • Valid Arizona Driver’s License. Travel may be required for State business. Employees who drive on state business must complete any required driver training (see Arizona Administrative Code R2-10-207.12.) AND have an acceptable driving record in accordance with DES Fleet Management-Safety Program policy and procedures (DES 1-07-26 & DES 1-07-26-01). Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current Arizona vehicle registration however, mileage will be reimbursed

    • If this position requires driving or the use of a vehicle as an essential function of the job to conduct State business, then the following requirements apply: Driver’s License Requirements.

    Retirement:

    State employees are required to participate in the Arizona State Retirement System (ASRS), the State sponsored retirement contribution plan and the Long-Term Disability (LTD) program after a 27-week waiting period. The ASRS defined benefit plan provides for life-long income upon retirement. You will also have the option to participate in a voluntary deferred compensation program to take advantage of tax-deferred retirement investments.
