NG-911 PSAP Voice Engineer – Principal

Location: Remote (Primary place of performance is remote; occasional on-site support may be required at Fort Belvoir, VA)

Position Overview

Seeking a highly experienced NG-911 PSAP Voice Engineer - Principal to provide technical expertise supporting the engineering, modernization, integration, testing, and sustainment of legacy and Next Generation 9-1-1 voice infrastructure supporting Army Public Safety Answering Points. Responsibilities include Voice over IP (VoIP), Session Initiation Protocol (SIP), call routing, telecommunications infrastructure, Emergency Services IP Networks (ESINet), interoperability, and integration with Army Voice Modernization initiatives.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR).

This is a remote position with occasional on-site requirements as directed by the Government.

Key Responsibilities

• Provide technical expertise for the engineering, modernization, integration, testing, and sustainment of legacy and NG-911 voice infrastructure
• Support VoIP, SIP, call routing, telecommunications infrastructure, and ESINet implementation
• Ensure interoperability and integration with Army Voice Modernization (VMOD) initiatives
• Support the design, development, and deployment of core services to meet Army operational and technical requirements
• Establish robust low-latency interoperability interfaces linking LIS with CHE, CAD, and VMOD Infrastructure
• Provide engineering support for the integration of localized GIS datasets and CHE platforms into commercial ESINet

Required Qualifications

Education: Bachelor's Degree in Telecommunications, Engineering, Computer Science, Information Technology, or a related technical discipline

Certifications:

• Cisco Collaboration
• Ribbon
• Oracle Session Border Controller (SBC)
• Session Initiation Protocol (SIP)
• Voice over Internet Protocol (VoIP)
• ESINet implementation
• NENA standards

Experience:

• Minimum of twelve (12) years supporting enterprise voice systems, telecommunications engineering, VoIP, SIP, ESINet, NG-911, or similar public safety communications environments

Citizenship: U.S. Citizenship required

Security: SECRET: Active or ability to obtain

Language: Fluent in written and verbal English

Preferred Qualifications

• Experience with Army or DoD NG-911 voice modernization programs
• Experience with NENA-STA-006 GIS data standards
• Experience with LIS integration
• Experience with ESINet implementation in a government environment

• Must comply with all DoW security regulations and safeguard Controlled Unclassified Information (CUI)
• Must pass background checks and suitability determinations
• Must complete DHS Information Technology Security Awareness Training annually
• Must sign and comply with DHS Rules of Behavior
• Must maintain Cisco, Ribbon, Oracle SBC, SIP, VoIP, ESINet, and NENA certification currency

Schedule & Work Conditions

Hours: Up to 40 hours per week, Monday-Friday, normal business hours (0800-1700), excluding Federal holidays

Overtime: Only permitted at the Government's discretion

Telework: Remote; occasional on-site support may be required as directed by the Government

Travel: Not authorized

Place of Performance: Remote (primary); Fort Belvoir, VA (if on-site support is requested)
