NG-911 PSAP Engineer – Principal

Location: Remote (Primary place of performance is remote; occasional on-site support may be required at Fort Belvoir, VA)

Position Overview

Seeking a highly experienced NG-911 PSAP Engineer - Principal to serve as the Government's senior technical advisor for Public Safety Answering Point modernization activities. This role provides engineering expertise supporting Computer Aided Dispatch (CAD), Call Handling Equipment (CHE), Next Generation 9-1-1 (NG-911), interoperability, system integration, testing, implementation planning, and modernization activities supporting Army emergency communications capabilities.

This is a non-personal services contract position. The contractor employee reports directly to the Prime Contractor for HR, disciplinary, and administrative matters, while receiving work direction from the Government Contracting Officer's Representative (COR).

This is a remote position with occasional on-site requirements as directed by the Government.

Key Responsibilities

• Serve as the Government's senior technical advisor for PSAP modernization activities
• Provide engineering expertise supporting CAD, CHE, NG-911, interoperability, system integration, testing, implementation planning, and modernization activities
• Support the design, implementation, installation, configuration, and testing of modernized PSAP systems
• Ensure seamless integration and full operational capability between modernized PSAP systems and existing Army Enterprise Infrastructure
• Support integration with external federal, state, and local stakeholder PSAP systems requiring secure, cross-boundary data sharing
• Provide technical expertise for NG-911 infrastructure planning and integration
• Address GIS and LIS requirements to ensure accurate data integration for 911 call routing and handling

Required Qualifications

Education: Bachelor's Degree in Engineering, Computer Science, Telecommunications, Information Systems, or a related technical discipline

Certifications:

• National Emergency Number Association (NENA) certifications
• Association of Public-Safety Communications Officials (APCO) certifications

Experience:

• Minimum of twelve (12) years of experience supporting emergency communications systems, NG-911 technologies, public safety communications, systems engineering, or enterprise telecommunications
• CAD implementation experience
• NG-911 implementation experience
• Systems engineering experience

Citizenship: U.S. Citizenship required

Security: SECRET: Active or ability to obtain

Language: Fluent in written and verbal English

Preferred Qualifications

• Experience with Army or DoD PSAP modernization programs
• Experience with NENA-STA-006 GIS data standards
• Experience with ESINet implementation
• Experience with LIS integration

Additional Requirements

• Must comply with all DoW security regulations and safeguard Controlled Unclassified Information (CUI)
• Must pass background checks and suitability determinations
• Must complete DHS Information Technology Security Awareness Training annually
• Must sign and comply with DHS Rules of Behavior
• Must maintain NENA and APCO certification currency

Schedule & Work Conditions

Hours: Up to 40 hours per week, Monday-Friday, normal business hours (0800-1700), excluding Federal holidays

Overtime: Only permitted at the Government's discretion

Telework: Remote; occasional on-site support may be required as directed by the Government

Travel: Not authorized

Place of Performance: Remote (primary); Fort Belvoir, VA (if on-site support is requested)
