Job Summary:

The Office of the Chief Administrative Officer (CAO) provides operations support services and business solutions to the community of 10,000 House Members, Officers and staff. CAO includes more than 800 technical and administrative staff working in areas such as IT, finance, HR, payroll, child care, food services, procurement, logistics, and administrative counsel.

This position is in the Network Engineering and Operations (Networking) Directorate within House Information Resources (HIR). The team ensures reliable connectivity for the House Data Network across the House Campus, over 820 District Offices, and BC/DR sites. This role has no day‑to‑day supervisory responsibilities.

Primary Responsibilities:

  • Evaluates and recommends standards‑compliant LAN networking solutions.
  • Designs, tests, and implements new LAN deployments and upgrades.
  • Develops integrated communication networks, service specifications, and procedures.
  • Provides operational support for complex LAN, WAN, Wireless, and ISE issues.
  • Assists with RFPs and RFQs and evaluates cost‑effective LAN communications.
  • Monitors LAN system performance and bandwidth usage.
  • Maintains knowledge of routing and switching technologies and applies industry standards.
  • Trains House staff in telecommunications technologies and guides junior engineers.
  • Performs other duties and special projects as assigned.

Qualifications

Qualifications:

Minimum Qualifications:

  • Bachelor's degree in a related field or equivalent work experience.
  • Minimum 5 years of experience designing and supporting large scale campus LAN/ WAN and wireless networks.
  • Knowledge of TCP, UDP, QoS, SNMP, TLS/HTTPS, SMTP, EIGRP, OSPF, and BGP.
  • Experience with Aruba wireless access hardware ideal but not required.
  • Demonstrate proficiency with managing large scale enterprise networks using Cisco's routing and switching best practices.
  • Strong understanding of how to configure access ports and trunk ports
  • Knowledge of port security and how to define violation modes on layer 2 access points
  • Proficient in using design tools such as Visio to road map the enterprise infrastructure.
  • Skill in the coordination of network engineering and integration projects.

  • Ability to provide engineering leadership on all phases of analysis, design, testing, and implementation of networks, integration of voice and data, and telecommunications.
  • Ability to communicate effectively, both orally and in writing, with elected officials, senior staff, information systems professional, and non-technical users.
  • Employees within this position are expected to demonstrate the following IHR Technical Competencies: Analytics; Application Administration and Integration; Emergency Response Planning and Risk Management; Hardware Installation and Management; Information Management; Information Resources Strategy and Planning; Information Systems/Network Security; Information Technology Support; Knowledge of Emerging Trends and Industry Best Practices; Network Management; Project Management; Quality Assurance and Testing; and Telecommunications.
  • All employees within CAO are expected to demonstrate the following general competencies: Accountability, Adaptability, Collaboration, Communication, Customer Orientation, Knowledge of Relevant Policies, Procedures, and Processes, Priority Management, and Problem Resolution.

Certifications:

  • CCNA or CCNP preferred.

Security Requirement:

  • Must successfully complete a criminal history records check.
  • Employee may be subject to drug testing in accordance with the CAO Drug Free Workplace Plan.
  • This position requires that the applicant obtain and maintain an applicable U.S. Government security clearance, which requires U.S. citizenship. We will not submit your application for a clearance unless you are a U.S. citizen.
  • This position requires unescorted access to secure offsite locations which require an identification badge. In order to be approved for the applicable badge, you must be a U.S. citizen.

Continued employment is contingent upon satisfactorily completing a criminal history records check (or other applicable security clearance) and a pre-employment drug-test (pre-identified position only).
