Function

  • This position is supported through grant funding. Continued employment is contingent upon the availability of funds.*

The purpose of this class is to conduct research, analyze, and evaluate administrative, operational, and organizational procedures, programs, goals, and objectives to ensure optimal utilization of resources. The role involves managing all aspects of grant programs and office procurement processes, as well as preparing written and oral reports and proposals, and presenting recommendations to diverse audiences. Additionally, the job entails performing a wide range of technical and administrative duties in support of the Citys Violence Prevention Efforts. There may also be a need to support special projects as required. The work is performed under general supervision from designated senior management.

Minimum Requirements

  • Graduation from an accredited college or university with a Bachelors Degree in Public Administration, Government, Business Administration, Project Management, Social Work, Human Services, Criminal Justice, Public Health, Accounting, Finance, or other related field of study. Masters Degree preferred.
  • A minimum of five (5) years of progressively responsible management experience in community services, human services, public administration, or a related field, including supervision of staff, multi-site operations, and service delivery to complex and vulnerable populations.
  • Requires demonstrated experience managing municipal, federal, state, and private grant-funded programs, including budget development, fiscal management, grant compliance, reporting, procurement, and performance measurement.
  • Requires considerable leadership and operational management experience, preferably within municipal government, nonprofit, or other human service organizations, with a proven ability to build partnerships, manage projects, and implement strategic initiatives.
  • Requires advanced computer proficiency in Microsoft Word, Excel, PowerPoint, Outlook, and experience using budget, reporting, and case management or data management systems.
  • A combination of education and experience may be considered for this position.
  • Requires effective communication with internal and external customers.
  • Requires a good knowledge of financial principles underlying State and City laws and regulations pertaining to municipal government.
  • Must be able to perform mathematical computations with speed and accuracy.
  • Must successfully pass a background check related to this position prior to any offer of employment or promotion.
  • Must possess a valid driver's license and must have and maintain a satisfactory driving record based on the City of Hampton's criteria.
