Description
Oversees the receipt, allocation, expenditure, evaluation, reporting and management of the Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Neighborhood Stabilization Program (NSP), State Housing Initiative Program (SHIP), and Residential Construction Mitigation Program (RCMP). Prepares agenda memorandum for the Planning and Zoning Board and City Commission items. Prepares the CDBG Consolidated Plan and Annual Action Plan as well as the Local Housing Assistance Plan (LHAP). Prepare reports and act as board representative to the Affordable Housing Advisory Committee and oversight of the Citys Affordable Housing Programs.
Examples of Duties
- Assists with neighborhood programs, such as the Neighborhood Partnership Program, Neighborhoods with Integrity, and block parties, and attends other city events for program outreach as required (including tracking relevant performance measurements).
- Downloads and updates demographic & socioeconomic data from the Census, create tables, graphs and maps.
- Researches foreclosure trends data mining, tables, graphs and maps.
- Maintains records of statistical data. Supplies data as requested.
- Administers CDBG, HOME, NSP3, SHIP, RCMP, and other funding programs which includes preparing reports, and implementing programs. Oversees the funding and accounting of the community development programs.
- Assists in preparation and presentation of staff reports and public presentations to the Affordable Housing Advisory Committee, Planning and Zoning Board, City Commission and other local government agencies.
- Complete and review contracts, RFPs and other legal and administrative documents to implement projects.
Typical Qualifications
- Bachelors Degree in Business Administration or Accounting.
- Minimum (2) two years of experience in GDBG, S.H.I.P., and other federal and state grant program administration; or an equivalent combination of education, training, and experience.
