NCDOT - Technical Specialist, Construction

Focus on designing SharePoint and web-based solutions to support Construction, Materials, and Tests business processes in the transportation lifecycle. - Serve as a Technical Specialist (ECM Solution Designer) for the NCDOT Engineering Application Services Department on a 12-month contract.

- Serve as a Technical Specialist (ECM Solution Designer) for the NCDOT Engineering Application Services Department on a 12-month contract.
- Focus on designing SharePoint and web-based solutions to support Construction, Materials, and Tests business processes in the transportation lifecycle.
- Define, break down, and prioritize SharePoint/web-based projects into actionable work items for development teams.
- Track and manage work item progress, schedules, dependencies, and ensure timely, quality deliverables with excellent documentation.
- Perform business analysis to gather requirements and re-engineer business processes in collaboration with stakeholders.
- Conduct quality assurance testing and coordinate test validation and rollout for SharePoint/web-based solutions.
- Coordinate with clients to implement improved business processes and support project rollouts.
- Create and deliver training materials and user documentation for new or changed IT applications and business processes.
- Act as a liaison to prototype, refine, test, and debug applications to meet business needs.
- Provide quality control and ensure customer training, support, and operational readiness.
- No coding or SharePoint administration duties; strictly business analysis, design, and QA responsibilities.
- Role is remote, but if local to Raleigh, minimal in-person engagement may be required.
- Must be based in the US; preference for North Carolina residents (must pick up hardware if local, otherwise use personal equipment).
- Required to have at least 5 years of experience in business analysis, SharePoint design, QA, and process re-engineering.
- Strong written and verbal communication, organizational, and presentation skills are necessary.
- Experience with Microsoft Office Suite and knowledge of project management and SDLC required.
- Experience with SCRUM/Agile methodology, Azure DevOps/TFS, and familiarity with NCDOT business processes is desired.
