NC HIEA Budget Officer. The Senior Budget Officer serves as the dedicated financial operations lead for the Health Information Exchange Authority (HIEA), ensuring accurate, compliant, and timely management of complex financial workflows across multiple IT systems and IT agencies.
This position oversees the full lifecycle of invoice tracking, documentation management, budget monitoring, and cross agency financial coordination. The Senior Budget Officer maintains structured financial documentation across multiple platforms, ensures timely and accurate processing of invoices, develops and updates dynamic budget dashboards, and monitors spending across major contracts and funding streams.
The role serves as HIEA s primary financial coordination point with NCDIT, DHB Finance, legal, privacy, security, procurement, contractors, and partner agencies, ensuring that all submissions financial, contractual, and compliance related are accurate, complete, and on schedule. The Senior Budget Officer proactively identifies and resolves financial issues, maintains standardized SOPs, and provides transparent financial reporting that supports leadership decision making to strengthen adherence to state, federal, and contractual compliance requirements, and ensure that HIEA s financial operations function reliably and efficiently.
