Job Description

The Department of Natural Resources, Division of Oil & Gas, is recruiting for a Natural Resource Specialist 1/2 in Anchorage.

This position is open to Alaska Residents only.

What You Will Be Doing:

Position assists a team of adjudicators in issuing land, water, and materials authorizations, conducting reviews, and case actions related to AS 38.35 transportation of oil, gas, and carbon capture, utilization, and storage pipelines. The position will assist with the transfer of federal authorizations associated with state-selected lands in public land order (PLO) 7966, which rescinded PLO 5150. The candidate may conduct field inspections of permitted activities.

Mission and Values/Culture:

The Department of Natural Resources (DNR) mission is to develop, conserve, and maximize the use of Alaskas natural resources consistent with the public interest. The State Pipeline Coordinators Section (SPCS) provides regulatory oversight of common-carrier and contract-carrier transportation pipelines, including the Trans-Alaska Pipeline System (TAPS), authorized under Alaska Statute 38.35, the Right-of-Way Leasing Act. This position is responsible for coordinating with agency and industry representatives while adjudicating and issuing authorizations for pipeline projects.

The Working Environment You Can Expect:

The work location is 550 W 7th Avenue ("the Atwood Building") with core office hours from 8:00 AM to 5:00 PM (Monday - Friday). Office duties include, but are not limited to, reviewing documents, researching land status and other related topics, and basic permitting. The position will support case management efforts associated with document gathering and analyzing information for written documents such as agency reviews, decisions, permits, consulting, and coordinating with agency and industry representatives, using and interpreting laws and regulations, reviewing surveys, and land status. Scanning and casefile record management actions. Position may occasionally travel into the field at locations along the highway system or in remote Alaska, such as the North Slope, to observe pipeline and material site activities.
