NEW Solutions connects experienced workers (ages 55+) with the U.S. Fish and Wildlife Service (FWS). These experienced professionals provide administrative, scientific, technical, and operational support to the U.S. Fish and Wildlife Service through the Experienced Services Program (ESP).

Positions listed here do not guarantee employment for any definite period. Enrollment in the Experienced Worker Programs administered by NEW Solutions is temporary. The enrollment relationship between NEW Solutions and the Enrollee is an ?at-will? relationship. This means that an Enrollee is free to terminate enrollment at any time during the enrollment period, and NEW Solutions and the Agency have the right to terminate the relationship with the Enrollee.

Qualifications:

BA/BS Degree

  • Policy and Technical Support -Provide technical expertise on refuge planning policy and regulations. Advise refuge managers and regional leadership on planning requirements. Conduct planning training or workshops as requested. Support regional or national planning initiatives.?
  • Experience required with Windows, MS Word, MS Excel, MS PowerPoint, MS Teams, MS Outlook, MS SharePoint, Adobe Acrobat

Duties:

The objective of this agreement is to obtain professional planning services to support all aspects of refuge planning responsibilities within the National Wildlife Refuge System. The enrollee shall provide comprehensive natural resource planning expertise to ensure compliance with federal laws, regulations, policies, and Service guidance while advancing the mission of the U.S. Fish and Wildlife Service?

  • Comprehensive Conservation Planning (CCP)- Lead or support preparation, revision, and amendment of Comprehensive Conservation Plans. Coordinate interdisciplinary planning teams. Develop planning schedules, public involvement strategies, and decision frameworks. Draft planning documents, including: Draft and Final CCPs Draft and Final EAs/EISs Findings of No Significant Impact (FONSIs)Records of Decision (RODs)?   4%
  • NEPA Compliance and Environmental Documentation- Prepare and/or support environmental compliance documentation under NEPA. Conduct impact analyses for proposed refuge management actions. Develop alternatives and mitigation measures. Coordinate public scoping, public comment periods, and response to comments.   13%
  • Step-Down and Special Use Planning- Prepare, revise, or update refuge step-down plans, including: Habitat Management Plans (HMPs)Visitor Services Plans (VSPs)Fire Management Plans (FMPs)Inventory and Monitoring Plans Integrated Pest Management Plans Wilderness Stewardship Plans Climate Adaptation or Resilience Plans   13%
  • Land Protection and Expansion Planning-Support development of Land Protection Plans (LPPs). Conduct planning analyses related to boundary expansions and land acquisition. Prepare supporting NEPA documentation. Coordinate with Realty, Solicitor?s Office, and regional leadership. Support Land and Water Conservation Fund (LWCF) proposal development as needed.?   10%
  • Public and Stakeholder Engagement- Develop and implement public involvement strategies. Facilitate public meetings, stakeholder workshops, and interagency coordination sessions. Prepare public-facing materials, including fact sheets and summaries. Coordinate with Tribal governments, state agencies, local governments, NGOs, and partners.   10%
  • Project Management and Coordination-Develop project management plans and timelines. Track deliverables and ensure adherence to planning schedules. Coordinate interdisciplinary input (biologists, visitor services, fire, law enforcement, realty, cultural resources, etc.).Maintain administrative records for planning processes. Ensure planning records meet legal sufficiency standards.   30%
