National Alternative Delivery Commercial Manager

WSP is seeking a National Alternative Delivery Commercial Manager (NADCM) to support WSP's Alternative Delivery portfolio of projects. Reporting to the National Director of Commercial Management within WSP's Program Management Business Line, the NADCM plays a critical leadership role in driving consistent commercial, contractual, insurance, subcontracting, document control, operational and financial performance, and issue resolution across the full project lifecycle of high-risk, alternative delivery contracts.

In project settings, the NADCM partners with Project Commercial Managers and WSP's Alternative Delivery Team to help manage the flow of information, contract compliance, documentation, communications, and issue resolution throughout the pre- and post-award and construction phases of major Alternative Delivery projects.

Your Impact

In this role, you will work closely with project management teams and business leaders, operations, legal, and finance to integrate standardized best practices for schedule, cost, and risk and related contingency management into strong commercial outcomes across the full project lifecycle. You will support the Project Commercial Manager by integrating commercial strategy with data-driven project controls, as well as help teams proactively identify risk, manage performance, and protect schedule, quality and financial outcomes.

Key Responsibilities:

  • Provide senior commercial and project controls oversight on complex infrastructure programs from start-up through execution, closeout, and dispute resolution.
  • Provide input/recommendations on Project Commercial Manager (PCM) staffing.
  • Work with the PCM for proper project setup to align with alternative delivery project control standards.
  • Project kick-off meeting contribution; technical and commercial (internal and external).
  • Support development and negotiation strategies for client amendments and supplements with project leadership.
  • Monitor, create, and distribute portfolio wide commercial metrics (e.g., earned value, cost tracking, schedule, cash flow, change orders, cost vs budget trends, etc.).
  • Develop and maintain relationships with PCM, Project Accountant (and project control teams as appropriate) to provide the project team and business with sufficient support.
  • Develop and maintain best practices from the alternative delivery portfolio and teach/train PCMs.

Who You Are

You are an experienced commercial leader with proven background in large-scale project delivery, project controls, contract change management, and contractor claims management. You are a commercially-driven professional who understands how project management, contracts, risk, and financial performance align with business objectives. You are collaborative, analytical, and confident operating in fast paced and complex delivery environments that exist when working as the designer of record for a Design-Build contractor or a concessionaire.

Required Qualifications:

  • Bachelor's degree in engineering, construction management, legal studies or business management or a related field.
  • 15 years of relevant experience
  • Extensive experience supporting major infrastructure, aviation, transportation, and/or water/utility capital projects.
  • Demonstrated expertise in construction contract change management, claims analysis, and commercial negotiations.
  • Strong background in project controls, cost forecasting, schedule analysis, and risk management.
  • Ability to produce and present executive-level cost, schedule, risk, contingency allocation, and performance reporting.
  • Excellent written and verbal communication skills with experience advising and influencing senior leadership and clients.
  • Experience delivering design-build, P3 and other alternative delivery models for large programs/projects.
  • Demonstrated high level of initiative and proactiveness in mitigating risks and recognizing resolutions.
  • Proficient in complex document interpretation, analysis, problem solving, and communication.
  • Demonstrated decision-making ability that may have an impact on policies, procedures or the achievement of strategic goals.
  • Demonstrated experience in controlling and mitigating projects costs and risk exposure.
  • Strong analytical skills and the ability to interpret complex contractual or technical information.
  • Highly detailed, organized, and able to manage multiple moving workstreams in a fast-paced environment.

Preferred Skillsets/Qualifications:

  • Advanced degree such as an MBA or MS in engineering, construction management, legal studies or business management.
  • Experience within owner, developer, general contractor, or commercial advisory environments.
  • Advanced proficiency in project controls and reporting tools (e.g., Primavera P6, Power BI, cost management systems).
  • Experience developing and reviewing legal and contractual documents, including MOUs, IGAs, RFQs, SOQs, RFPs, proposals, and contractor correspondence.
  • Experience supporting procurements, including development and review of letters, proposer inquiries, and formal response documents.
  • Curious, engaged, and comfortable asking questions to clarify assumptions, requirements, and contract interpretations.
  • Professional presence and customer service mindset when interacting with contractors, consultants, leadership, and stakeholders.
  • Ability to work collaboratively within a multidisciplinary program team while maintaining a strong sense of ownership over assigned tasks.
