Description

HEPCO is seeking a Municipal Infrastructure Project Engineer to support public-sector and community infrastructure projects throughout Southern Maine, New Hampshire, and potentially Massachusetts. This opportunity is ideal for a motivated Civil Engineer with experience in water and sewer systems, roadways, sidewalks, drainage, and stormwater infrastructure who is interested in advancing into a project-management or technical-leadership role.

The Project Engineer will work closely with project managers, senior engineers, municipalities, utility providers, contractors, and regulatory agencies to deliver high-quality engineering solutions from initial planning and design through construction support.

Job Summary

The Municipal Infrastructure Project Engineer will support the planning, analysis, design, permitting, and construction administration of municipal civil engineering projects. Responsibilities include preparing design calculations and construction documents, coordinating with internal and external stakeholders, supporting project schedules and budgets, and ensuring deliverables comply with applicable standards, regulations, and client requirements.

Key Responsibilities

  • Support the design and delivery of municipal infrastructure projects, including water-distribution systems, sanitary sewer collection and transmission systems, roadways, sidewalks, drainage, stormwater-management systems, and related site-civil improvements.
  • Prepare engineering calculations, technical reports, plans, specifications, cost estimates, bid documents, and permit applications.
  • Develop and revise design documents using AutoCAD Civil 3D and other applicable engineering software.
  • Perform field investigations, site visits, data collection, and condition assessments to support planning and design decisions.
  • Coordinate project activities with project managers, senior engineers, surveyors, utility companies, municipal clients, contractors, and regulatory agencies.
  • Assist with municipal, state, and local permitting and regulatory approvals.
  • Support the tracking of project scope, schedules, budgets, and deliverables. Communicate project status, constraints, and technical issues to the project team.
  • Participate in client meetings, public meetings, design reviews, and project-coordination meetings as needed.
  • Provide construction-phase support, including responding to requests for information, reviewing submittals, performing field observations, assisting with punch lists, and documenting project progress.
  • Perform quality-control reviews and help ensure designs comply with applicable codes, standards, regulations, and client requirements.
  • Assist with the development of technical proposals, scopes of work, fee estimates, and project presentations.
  • Maintain organized engineering files, calculations, design documentation, and project records.

Required Qualifications

  • Bachelor’s degree in civil engineering, environmental engineering, or a closely related engineering discipline.
  • Approximately four to five years of relevant civil engineering experience supporting municipal, utility, transportation, or site-civil infrastructure projects.
  • Engineer-in-Training certification with active progress toward Professional Engineer licensure, or an active Professional Engineer license.
  • Experience with one or more of the following: water distribution, sanitary sewer collection or transmission, roadway design, sidewalks, stormwater management, drainage, utility coordination, or municipal public-works projects.
  • Working knowledge of civil engineering design principles, construction documents, technical specifications, and cost estimating.
  • Experience using AutoCAD Civil 3D or comparable civil-design software.
  • Strong technical writing, organizational, interpersonal, and verbal communication skills.
  • Ability to work independently on assigned tasks while collaborating effectively with a multidisciplinary project team.
  • Valid driver’s license and the ability to travel to project sites and client locations throughout Southern Maine, New Hampshire, and Massachusetts as needed.

Preferred Qualifications

  • Professional Engineer license in Maine, New Hampshire, or Massachusetts, or eligibility to obtain licensure through reciprocity.
  • Experience supporting municipal clients, public-works departments, water and sewer districts, or transportation agencies.
  • Familiarity with local and state permitting processes and environmental regulations in New England.
  • Experience with hydrologic and hydraulic modeling, stormwater design, utility design, or roadway design.
  • Construction administration or field-inspection experience.
  • Familiarity with GIS, MicroStation, HydroCAD, HEC-RAS, SWMM, or similar engineering tools.
  • Experience preparing bid packages, engineer’s estimates, and technical specifications.

Compensation

  • $75,000–$100,000 annually, depending on experience, EIT or PE status, technical capabilities, and geographic market.
